Chairman Glenn Johnston called the meeting to order.


Pledge of Allegiance to the Flag.


Roll Call of Supervisors present showed William Lawhead, Edward Brown and Glenn Johnston all present.

Present: Secretary Barbara Shaffner, Sergeant James Glass, Solicitor Linda Lewis.

Public: Nancy Yeager, Randy Powell,  Amanda Thompson-WOKW, Kim Finnigan-The Courier Express, Wendy Brion-The Progress, Marissa Young-GANT Daily, Jim Alsop, Bill Ogden and Mike Boal.


Comments from the audience: Jim Alsop, who lives at 19 Country Club Circle, wants to put a shed on his property and had already poured a pad for the shed but when he came into the township to get a building permit he was advised by the Zoning Officer that the pad was not within the required setbacks on his property. He asked the supervisors if there was anything they could do to help him out because if he has to move the shed it would place it in the middle of his property. He was advised by the supervisors that he would have to go before the Zoning Hearing Board and ask for a variance and would have to pay the fee for the Hearing.


Bill Ogden questioned the supervisors on the time line they are looking at to fill the position for the 8th Police Officer since the Chief’s retirement.

Supervisor Johnston explained that the question will be on the ballot in the November elections asking if residents want the taxes increased and once the supervisors get the results from the ballot then they will look at how they will structure the Police Department.

Mr. Ogden felt that when the decision to place the question on the ballot to raise taxes to increase the number of Officers there were eight (8) Officers on the Force and now there are only seven (7) and felt that 8th Officer should be replaced.

It was also discussed what the supervisors intend to do with the Act 13 Impact Fee.

All three supervisors agreed and explained that they are not making any final decisions until they actually have the funds in hand.


William Lawhead motion to approve the minutes of the September 18th, 2012 meeting as written, Edward Brown second. Motion carried.


Engineer’s Report: Supervisor Lawhead gave an update on the two Sewer Projects in the township, with Forest Drive Project Contractor looking to start within the next few days and the Weaverhurst Project is moving along.


Police Report: Sergeant Glass gave the supervisors a copy of the Stats for the month of September.


Solicitor’s Report: Ms. Lewis asked the supervisors to go to Executive Session to discuss a Personnel Issue.

Recreational Park Board: Supervisor Lawhead reported that the work at the Rec Park for the Grant is almost complete and he is waiting on Signs to come in and the Crosswalk needs painted then DCNR can come and do the inspection.


Code Enforcement Officer: None.


Secretary/Treasurer’s Report: The Secretary opened the bids for Winter Road Materials:

William Lawhead motion to accept bid from Mike Beaver Trucking for the 1B Limestone @ $15.45 Ton and Bucktail Excavators for the 6S Anti Skid @ $14.17 Ton, Edward Brown second. Motion carried.


The Secretary asked the Supervisors if they were ready to set the schedule for the Fall Leaf Pickup. The schedule was set to start on October 22nd, 2012 until November 21st, 2012.


The Secretary reported to the supervisors that the township received a letter from Tom Stojek resigning from the Clearfield/Lawrence Township Joint Airport Authority and asked if they wanted the position advertised. Edward Brown motion to advertise to fill the open position of the Airport Authority, Glenn Johnston second. Motion carried.


Supervisor’s Report:

Edward Brown: None.


William Lawhead:

Roadmasters Report: Mr. Lawhead reported that the Paving work in the township is complete and the Roadcrew is working on Berming.

Roadmaster Lawhead also reported that the Low Flow Data was sent to Stiffler McGraw.

The township received the new Smoke Machine to check the Sewer Lines/Laterals and they will be starting in the Fletcherville, Country Club and Hyde areas.

Roadmaster Lawhead looked at the complaint from the previous meeting about the Catch Basins in Golden Rod and is looking at prices to replace them.


Glenn Johnston: None.

Edward Brown motion to pay the list of Bills in the amount of $305,695.88, Glenn Johnston second. Motion carried.


No other business to come before the Board.


Glenn Johnston motion to adjourn to Executive Session, Edward Brown second.
