Vice Chairman William Lawhead called the meeting to order.


Pledge of Allegiance to the Flag.

Roll call of Supervisors showed Edward Brown and William Lawhead both present, with Glenn Johnston absent.

Present: Secretary Barbara Shaffner, Solicitors James Naddeo & Linda Lewis, Nancy Yeager-Zoning Hearing Board Member, Kim Finnigan-The Courier Express, Amanda Thompson-WOKW, Steve McDole-Gant Daily, Jeff Corcino-The Progress, John Crissman.


Comments from the audience: John Crissman presented a concern to the supervisors with traffic and speeding on River Road and felt it was becoming uncontrollable and would like to see the Police Department conducting speeding detail on that road. Supervisor Lawhead explained to Mr. Crissman that the Board did discuss the possibility of hiring more Officers at their Budget meeting and hopefully they will have the manpower to do more speeding detail but in the mean time he would inform the Police Department of his concerns and ask for Patrol of the road.


Edward Brown motion to approve the minutes of the October 16th, 2012 meeting as written, William Lawhead second. Motion carried.


Engineer’s Report: None.


Police Report: Monthly Stats Report was given to the Supervisors for their review.


Solicitor’s Report: Mr. Naddeo reported to the supervisors that he received a letter from Peter Smith, the attorney on behalf of Novey Recycling. Mr. Smith prepared an Amendment to Section 610.070 of the Lawrence Township Code for the Board to consider and that would be to change the height of scrap piles from 8 feet to 45 feet. Copies of the request were given to the supervisors for their review.


Mr. Naddeo asked the supervisors for an Executive Session at the end of the meeting to discuss a possible litigation.

Supervisor Brown also had a Personnel issue that he wanted to discuss in Executive Session.


Recreational Park Board; Supervisor Lawhead reported that the Rec Park has been winterized.

Secretary/Treasurer’s Report:

The Secretary reported that the position on the Clearfield-Lawrence Township Joint Airport Authority was advertised again and they received one letter of interest, being from the same person they received the previous time it was advertised and it was from Paul Snyder. Edward Brown motion to appoint Paul Snyder to the Airport Authority with the term to run until April 15th, 2013, William Lawhead second. Motion carried.


The Secretary was given the Pay Estimate #1 from Glenn O.  Hawbakers for the Weaverhurst Paving & Drainage Project in the amount of $ 151,383.93 and asked for approval to pay and authorize the Vice Chairman to sign. Edward Brown motion to approve Pay Estimate #1 in the amount of $151,383.93 to Glenn O. Hawbaker and authorize the Vice Chairman to sign, William Lawhead second. Motion carried.


The Secretary asked the supervisors if they wanted to schedule a budget meeting to complete the 2013 Budget for Thursday, November 8th, 2012 @ 6:00 PM and they were in agreement for that date.


The Secretary asked the supervisors if they wanted to consider approving the Recycling Personnel to change their pickup day from November 22nd to the 21st because of the Thanksgiving Holiday. The Supervisors agreed and asked the Secretary to advertise the change.

William Lawhead motion to pay the list of Bills in the amount of $39,678.38, Edward Brown second. Motion carried.


No other business to come before the Board.


Edward Brown motion to adjourn to Executive Session, William Lawhead second.
