Chairman Glenn Johnston called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed William Lawhead, Edward Brown and Glenn Johnston all present.

 

Present: Secretary Barbara Shaffner, Police Chief Mark Brooks, Solicitor Linda Lewis. Kim Finnigan-The Courier Express, Amanda Thompson-WOKW, Jeff Corcino-The Progress, Steve McDole-Gant Daily, Ben Timko and Mike Boal.

 

Comments from the audience: Ben Timko was following up on the request he had at a previous meeting concerning the Novey Recycling Center for issues with violations and asked the supervisors where they were at with the issues. According to Lawrence Townships Code & Zoning it was established to preserve and improve the physical, social and economic health of Lawrence Township’s neighborhoods. The supervisors explained that they have been working with Novey Recycling concerning the issues but everything was not completed at this point.

Mr. Timko also explained an issue he has with Novey Recycling regarding a right of way he has with them for a waterline and they buried the line and continue to add thousands of tons of fill and garbage over the new water main. This line was turned over to the Clearfield Municipal Authority that also feeds the Novey property. The Clearfield Municipal Authority sent the Novey organization a letter on September 6th, 2012 asking them how and when they were going to rectify the problem of covering the waterline. On November 13th, 2012 the municipal authority had not heard from Novey and now deem the new waterline as unsafe and too deep to work on should a problem arise. This is a very serious issue for our properties and asks for any help you are able to give us.

 

Mike Boal, representing Novey Recycling, explained that they have done everything that was requested, planted trees, moved trailers and went beyond those request to be within the code. He is still working on one of the issues with the supervisors and the solicitor.

 

William Lawhead motion to approve the minutes of the November 6th, 2012 meeting as written, Edward Brown second. Motion carried.

 

Engineer’s Report: Supervisor Lawhead reported the Engineer was setting up a meeting for the following week to do the final inspection for the Weaverhurst Project.

 

Police Report: Interim Chief Mark Brooks thanked Clearfield Borough and Cpl David Fye for setting up the training that was conducted by both Police Departments for Noise Flash Diversionary Devices.

Chief Brooks provided the supervisors with copies of the stats for the month of November.

 

Interim Chief Brooks also reported to the supervisors that the issue that was brought up at a previous meeting with speeding on River Road has been addressed by the Police Department and they have been conducting traffic detail on that road.

Solicitor’s Report: Ms. Lewis opened the quotes for the TAN Loan.

CNB                                        1.59% Fixed rate            $100.00 Fee

Northwest Savings Bank    1.60% fixed rate

Clearfield Bank & Trust      2.14% fixed rate

William Lawhead motion to accept quote from CNB @ 1.59%, Edward Brown second. Motion carried.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer: No Report.

 

Secretary/Treasurer Report: The Secretary presented two quotes from Companies for cleaning of the township offices once a week:

Harris Commercial Cleaning

Township Building    $50.00 per cleaning

Police Department $75.00 per cleaning

Special request for additional cleaning   $25.00 per hour.

 

R.A. Walker & Co.

Township Building        151.67 per month (1-1 ½ hrs per visit each additional hour @ $25.00)

Police Department       195.00 per month (2 hrs per visit each additional hr @ $25.00)

 

Because of R.A. Walker setting a limited on the hours and not per cleaning, William Lawhead motion to accept quote from Harris Commercial Cleaning, Edward Brown second. Motion carried.

 

The Secretary reported that a term on the Clearfield Municipal Authority would be expiring and asked if the supervisors wanted it advertised. Edward Brown motion to advertise the term on the Clearfield Municipal Authority that would run from January 1, 2013 to January 1, 2018 (5 yrs), Glenn Johnston second. Motion carried.

 

Supervisor’s Report:

Edward Brown: No Report.

 

William Lawhead reported that the roadcrew is working at preparing the trucks for winter.

 

Glenn Johnston explained to the public that the township has been presented with a change from CNB on how they handle the deposits and the funds for Direct Deposit for Payroll. The funds are taken from the account as soon as payroll is submitted to the Bank and the payroll must be submitted 2 days before the issue date. Therefore the funds must be deposited into the account before payroll is submitted. Because this could be an issue if one of the supervisors is not available to sign a check for the transfer of funds Supervisor Johnston felt it would simplify the issue by putting funds in this account in advance so the funds would be available. Glenn Johnston motion to transfer funds in advance from the General Fund into the Payroll Account up to $56,000.00, William Lawhead second. Motion carried.

 

The Secretary contacted the Insurance Company for prices for the Treasurer’s Bond at 1.5 Million or 2.0 Million. The price for the 1.5 Million was $1,583.00 with Penn National (Penn National would not write a 2.0 Million Bond) and the 2.0 Million Bond at $2,934.00 through Ohio Casualty. William Lawhead motion to approve the Bond through Ohio Casualty at $2,934.00, Edward Brown second. Motion carried.

Glenn Johnston motion to go to Executive Session to discuss a personnel issue, Edward Brown second.
