Chairman Glenn Johnston called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed William Lawhead, Edward Brown and Glenn Johnston all present.


Present: Secretary Barbara Shaffner, Solicitors James Naddeo & Linda Lewis, Mary Reffner-Stiffler McGraw, Randy Powell, Amanda Thompson-WOKW, Jeff Corcino-The Progress, Kim Finnigan-Courier Express, Theresa Dunlap-Gant Daily.

William Lawhead motion to approve the minutes of the September 3rd, 2013 meeting as written, Glenn Johnston second. Motion carried.


Engineer’s Report: Mary Reffner from Stiffler McGraw & Associates was present and asked for the supervisors’ approval for the 2013 CDBG Application, Resolution #2013-04 and to approve Resolution #2013-05 for the Fair Housing Resolution and the Townships Statement of Goals Program for Minority & Women Business Enterprise. The 2013 CDBG allocation is $108,670.00. Edward Brown motion to approve, William Lawhead second. Motion carried.


Police Report: No Report.


Solicitor’s Report: Mr. Naddeo prepared and advertised an Ordinance providing for the Procedure and Penalties in relation to the township consigning a permits/license for the construction of any driveways, private roads, lanes or other means of access to any roads operated and maintained by the Commonwealth of Pennsylvania. William Lawhead motion to approve Ordinance #2013-03, Edward Brown second. Motion carried.


Mr. Naddeo reviewed the regulations policies to be in compliance with DCED for the grant funds and prepared a Resolution for the Policies. Glenn Johnston motion to approve Resolution #2013-06, Edward Brown second. Motion carried.


Mr. Naddeo reviewed and explained to the supervisors about an issue with Mill Roads Rescue that has rust that should be under warranty. The Fire Department had the unit back to Spartan Chassis but they feel the problem is with the paint, which would be out of warranty. The Paint has a 7 year warranty and the Rust is 10 year warranty. Spartan wants $14,000 to repair the rust. Mr. Naddeo recommended the township retrieve the unit and get an estimate from a local body shop. The township could also file suit against Spartan for the repairs.


Recreational Park Board: No Report.


Code Enforcement Officer: No Report.

Secretary/Treasurer’s Report: The Secretary asked the supervisors what date they wanted to set for Trick-or-Treat. The date was set for October 31st, 2013 from 6:00 PM-8:00 PM.


The Secretary asked the supervisors if they were ready to advertise for bid the Winter Road Materials. William Lawhead motion to advertise for 1,200 Ton (more or less) 6S Anti Skid Material and 1,800 Ton (more or less) 1B Limestone, Edward Brown second. Motion carried.


The Secretary explained to the supervisors that the township has in the past gone out for quotes for the Auto & Liability Insurance every three years, and it is time to do that again if the supervisors wanted her to get quotes. She also explained that some of the agents have asked the township to sign a Broker of Service letter so that they would be the only agent able to get a quote from the Insurance Carrier. Glenn Johnston motion to request quotes for Auto & Liability Insurance with No Broker of Service letters being signed by the township, Edward Brown second. Motion carried.


The Secretary read a letter from Habitat for Humanity of Clearfield County who will be holding a King of the Mountain Bike Race on October 13th, 2013 and requested a letter from the township indicating that the township was notified of the event. William Lawhead motion to send a letter, Glenn Johnston second. Motion carried.



Supervisor’s Report:

Edward Brown felt that since it will be some time before the Sanitary Sewer Project Phase III will be ready to start that the township should consider doing temporary repairs to the manholes that may be necessary to keep the storm water out of the system. Edward Brown motion to approve soliciting for quotes for temporary repairs to the manholes, Glenn Johnston second. Motion carried.


William Lawhead reported that the Paving Project is done and the roadcrew is working on completing the berming of those roads.


Mr. Lawhead was contacted by Steven Kreiger Construction asking to put dirt they would be removing from the site development for the water tank location at the townships Recreational Park. It was discussed what would be the best location to put the dirt.


Supervisor Lawhead asked the Secretary if all the townships funds are listed on the Treasurer’s Report. He had been questioned by township residents if the township was hiding funds. The Secretary/Treasurer clarified that the township does not have any hidden funds and all accounts and funds were listed on the Treasurer’s Report.


Glenn Johnston motion to advertise for a Part Time Police officer, Edward Brown second. Motion carried.


Supervisor Johnston requested an Executive Session for a Personnel issue.


William Lawhead motion to pay the list of bills in the amount of $77,429.42, Edward Brown second. Motion carried.
