Chairman called meeting to order 

Pledge of Allegiance to the Flag. 

Roll call of supervisors showed William Lawhead, Edward Brown and Glenn Johnston all present. 

Present: Secretary Barbara Shaffner, Solicitor James Naddeo & Linda Lewis, Amanda Thomspson-WOKW, Kim Finnigan-The Courier Express, Jeff Corcino-The Progress, Theresa Dunlap-Gant Daily, Randy Lemmo, Randy Powell.


Comments from the audience: None.


William Lawhead motion to approve the minutes of the November 19th, 2013 meeting as written, Glenn Johnston second. Motion carried.


Engineer’s Report: No Report.


Police Report: No Report.


Solicitor’s Report: The Solicitor asked for an Executive Session at the end of the meeting to discuss the Police Contract.


The Solicitor reported that he received a letter from Mike Yeager concerning an unopened alley located in Weaverhurst and his clients would like the township to vacate the alley. Since the township does not maintain the alley the alley would evert back to the adjoining property owners and felt this is a private issue.


The Solicitor advertised the Ordinance for the township regarding the responsibility for the care, maintenance, and removal of certain trees or shrubs from township right-of-way and providing for the assessment of cost thereof. William Lawhead motion to approve Ordinance #2013-04, Edward Brown second. Motion carried.


The Solicitor also received a letter from John Ryan pertaining to the proposed Resolution for the infiltration into the Sanitary Sewer System. The Clearfield Municipal Authority declined the townships offer of a 70/30 split for the fines from the Hyde SSO. Clearfield Municipal Authority feels the township is responsible for 100% of any fines. Supervisor Johnston and Brown both disagreed with the opinion and Supervisor Lawhead felt the township should have remained at the 80/20 split and the Clearfield Municipal Authority would have accepted it.


Mr. Naddeo reported that he discussed the Sanitary Sewer Loan quote with Clearfield Bank & Trust, the township Engineer and the township CPA and felt the best proposal is from Clearfield Bank & Trust. He does not want to start the Loan until the township is ready to put the project out for bid and asked the bank to extend the loan quote terms but did not hear from the bank before the township meeting.

The Solicitor questioned the supervisors regarding the anticipated Sewer Surcharge increase. Supervisor Lawhead explained that the township Engineer recommends the township increase the sewer surcharge by $2.50 per thousand gallon to pay the future loan debts for the Sewer Projects. William Lawhead motion to increase the Sewer Surcharge by $2.50 per thousand, which is from $4.00 per thousand to $6.50 per thousand gallon, Edward Brown second. Motion carried.


Recreational Park Board: No Report.


Code Enforcement Officer: No Report.


Secretary/Treasurer’s Report: The Secretary received two request from township residents asking for a sewage exoneration to be approved by the township because they are being charged for sewer and sewer surcharge and are not connected to the sewer. William Lawhead motion to approve the sewer exonerations for 606 Armor Street and 1005 Coal Hill Road, Edward Brown second. Motion carried.


The Secretary reported that she received information from a township resident, Rodger Read, that he was elected as a write-in vote to fill the 2 year term as township Auditor.


The Secretary had reviewed the quotes from Insurance Agencies for the Auto & Liability & Workers Compensation Plans and recommended the township accept the quote from Boyles Insurance Agency with Selective Insurance and the Workers Compensation for the Fire Departments through State Workers Insurance Fund. William Lawhead motion to accept quote from Boyles Insurance Agency, Glenn Johnston second. Motion carried.


The Secretary reported that she had advertised the two positions on the Planning Commission and sent letters to the two individuals that had terms expiring the end of December. She only received one letter asking to be reappointed and that was from William Thompson. William Lawhead motion to reappoint William Thompson to the Lawrence Township Planning Commission with the term to run until December 31st, 2017, Edward Brown second. Motion carried.
