Chairman Glenn Johnston called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed William Lawhead, Edward Brown and Glenn Johnston all present.

 

Present: Secretary Barbara Shaffner, Solicitor James Naddeo, Randy Powell, Amanda Thompson-WOKW, Kim Finnigan-The Courier Express, Jeff Corcino-The Progress and Teresa Dunlap-Gant Daily.

 

Comments from the audience: None.

 

William Lawhead motion to approve the minutes of the December 3rd, 2013 meeting as written, Glenn Johnston second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report: Mr. Naddeo prepared a draft Ordinance for the supervisors to review regarding the Fire Departments and requiring them to have approval from the Board of Supervisors for activities such as bingo, dinners and facility rentals. Because of the change in the Volunteer Fire Fighters Workers Compensation Law the supervisors want to be able to keep some control over the cost and the claims. The issue was discussed and the supervisors felt they would like to meet with the Fire Departments before making any decisions.

 

The Solicitors requested an Executive Session at the end of the meeting to discuss the Police Contract.

 

The Solicitor answered a question that was submitted to him by the Code Officer regarding Timbering in the township. Since she is new to the position she asked for an explanation regarding the new law requiring the township to allow timbering in all zoned areas of the township. The Solicitor explained that the law does not state that the township cannot make it a conditional use so they have control over the time of day for operation of equipment, etc. Mr. Naddeo recommended the township permit timbering in all areas as a Conditional Use.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer: No Report.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of November was submitted for the supervisors to review.

The Secretary reported that the township received a letter of resignation from Sam Yost from the Planning Commission. Mr. Yost served on the Board for 28 years and as Chairman for 18 years. Glenn Johnston motion to submit a Certificate of Appreciation to Mr. Yost for his years of service, Edward Brown second. Motion carried.

The Secretary reported that the 2014 Budget was advertised and was ready for adoption. William Lawhead motion to approve and adopt the 2014 Budget, Glenn Johnston second. Motion carried.

 

The Secretary let the supervisors know that the Reorganizational Meeting is required to be held on January 6th, 2014 and asked what time they would like to have the meeting. The time was set for 6:30 P.M. with the Regular Meeting to immediately follow.

 

The Secretary asked permission to transfer funds from the General Fund to the Reserve Account for the new Police Unit that was ordered but would not be in until the beginning of the year. Edward Brown motion to transfer the amount of $30,000.00 from the General Fund to the Reserve Account for the Police Vehicle, William Lawhead second. Motion carried.

 

A request was submitted to the supervisors asking for a letter of support for the development of the Leonard Street Gardens Affordable Senior housing development. Edward Brown motion to approve letter of support, William Lawhead second. Motion carried.

 

The Secretary reported that the P O Box rental will expire the end of December and she is filing the form with the Postal Service to have all mail now forwarded to 45 George Street and will no longer use the PO Box.

 

Supervisor’s Report:

 

Edward Brown: No Report.

 

William Lawhead: Vice Chairman Lawhead presented a Certificate of Appreciation to Chairman Johnston for his 4 years of service and both he and Supervisor Brown thanked him for his service to the township.

 

Supervisor Glenn Johnston thanked all the professional services that serve the township such as Solicitor Naddeo and Stiffler McGraw & Associates. He thanked the press for the good job they do. He thanked Chief Brooks for the great job he is doing.  Supervisor Johnston thanked the Secretary for helping to guide him and thanked his fellow supervisors, Ed Brown and Bill Lawhead for their support and courtesy and helping to steer him in the right direction. He also thanked the community for giving him the opportunity to serve them for four years.

 

Edward Brown motion to pay the list of bills in the amount of $139,085.95, William Lawhead second. Motion carried.

 

Edward Brown motion to adjourn to Executive Session to discuss the Police Contract, Glenn Johnston second.
