Chairman William Lawhead called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Police Sergeant James Glass, Solicitor Linda Lewis, Randy Powell, Nancy Yeager, Elmo Braid, A. Lender, Bob Witmer, Brian Merrow, Randy Lemmo, Don Stewart, K Finnigan-The Courier Express, Jeff Corcino-The Progress, Amanda Thompson-WOKW.

 

Comments from the audience: Randy Powell asked the supervisors if they were legally allowed to have a board to research and looked into businesses to come into the township. The Supervisors asked the Solicitor to look into if it is something that is permitted.

 

Bob Witmer from Goldenrod asked about the statis of the roads in his area and when something would be done to help improve them. Supervisor Brown explained that Charles Road will be paved in a few weeks and he will look again at the pot holes that need filled. With all the rain it has been hard to get to the pot holes when there is not water in them.

 

Brian Merrow also from Goldenrod area asked if when Charles Road is paved if they can do something about the stormwater so it does not go into their driveways. Supervisor Brown explained that the driveways will be notched, but if the driveway is downhill from the main road the township cannot control that water flow. It is in the contract with the paving contractor that there cannot be any ponding on the road and the road must be sloped properly for the water to go to the storm drains.

 

Daniel Mitchell motion to approve the minutes of the June 17th, 2014 meeting as written, Edward Brown second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: Sergeant James Glass gave the supervisors copies of the Stats Report for the month of June.

Sergeant Glass explained a Robbery Prevention seminar that is scheduled for August 14th, 2014 from 6:00-8:30 PM at the Clearfield Area High School Auditorium. Lawrence Township Police Department and Clearfield Borough Police Department along with the State Police are holding the seminar. This is open to not only businesses but also the public.

 

Sergeant Glass asked permission for the department to participate in the Clearfield Fair Parade to be held on July 28th, 2014 with one or two Police Cruisers. William Lawhead motion to approve, Edward Brown second. Motion carried.

Sergeant Glass reported that the new car is still at Team Force in Johnstown waiting to be stripped.

Solicitor’s Report: The Solicitor was given an agreement to review from Clearfield Pharmacy for the Health Insurance Prescription Drugs and recommended the supervisors approve it. William Lawhead motion to approve the Agreement with Clearfield Pharmacy, Daniel Mitchell second. Motion carried.

 

The Solicitor gave the supervisors a copy of the email confirmation from the Teamsters approving the request from the Road crew to have Thursday, July 3rd, 2014 as their holiday for July 4th instead of being paid the extra 8 hrs. This was approved at the June 17th, 2014 Supervisors meeting upon receiving confirmation from the Teamsters that it will not be considered past practice in the future.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer: The Code Officer reported that there are numerous property owners that she has received complaints on that are not mowing and maintaining their grass and she has sent them violation letters and will proceed to the District Magistrate if they are not maintained according to code.

 

Secretary/Treasurer’s Report: The Secretary presented Pay Estimate #1 from Diehl Contracting in the amount of $ 148,111.40 for the Sanitary Sewer Project Phase III for approval. William Lawhead motion to approve Pay Estimate #1, Edward Brown second. Motion carried.

 

The Secretary presented a list from the Glen Richey Fire Co of parades they wish to participate in for 2014, which are all local parades. Edward Brown motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary reported that the township received a check from Clearfield Borough in the amount of

$ 2,237.00 for the townships share of the Recycling Grant Act 101 Funds.

 

The Secretary asked permission to transfer $10,000.00 from the General Fund to the HRA Account. Edward Brown motion to approve, William Lawhead second. Motion carried.

 

The Secretary also reported that the township received their 2013 Act 13 Funds in the amount of $778,559.91 and the funds were already deposited into the account.

 

Supervisor’s Report:

Edward Brown: Roadmaster Brown reported that the progress continues on the Sewer Project with no major issues. He also reported the roadcrew finished digging out soft spots and repairs to Mann Road and also the ditches on Mapes Street are done with one more pipe to replace. Restoration and repairs have been done to the property on Turnpike Avenue that was torn up for the drainage pipe.

 

Supervisor Brown reported that the township is still having issues with individuals leaving items at the compost site that are not allowed.  He asked residents not to leave items there that are not allowed that cannot be put thru the grinder and that may do damage to the grinder. He also asked the public that if they see someone leaving items there that are not permitted to get a license plate number and contact the township office or Police Department. Supervisor Lawhead recommended the township purchase game cameras and install at the compost site. William Lawhead motion to purchase game cameras, Edward Brown second. Motion carried.

Daniel Mitchell: Roadmaster Mitchell reported that the crew is still working on roads in the Glen Richey area with grading the roads and putting down more stone.

 

Roadmaster Mitchell picked up softfall for the Recreational Park for the playground area.

 

Roadmaster Mitchell reported that he meet with the Clearfield County Conservation District to review projects for the Dirt and Gravel Road Grant.

 

Supervisor Mitchell asked the residents of the Kerr Addition area on Good Street and Bowmans Hill Road to please complete the Income Surveys that have been mailed to them and also left in their doors. In order for the township to use CDBG Grant funds for the project on both those streets the township must have at least 90% of the Income Surveys completed. The township intends to replace storm drain pipes and pave both streets with the funds available. Supervisor Mitchell has gone door to door twice and the township engineer also went door to door plus the secretary sent out mailings twice with very little response.

 

 

William Lawhead motion to not amend the zoning changes at this time and schedule workshops again with the Planning Commission, Zoning Hearing Board and Supervisors to review the changes before proceeding, Edward Brown second. Motion carried.

 

Supervisor Lawhead asked the Code Officer how she is making out with the illegal operation of a race track on Kauffman Road. She let him know that she had the Police Department assist her when she went to the property owner and presented a letter for him to stop the operation immediately. No activity is permitted at this time until all permits from every department are in place.

 

No other business to come before the board, Daniel Mitchell motion to adjourn, Edward Brown second.
