Chairman William Lawhead called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.


Comments from the audience: None.


Daniel Mitchell motion to approve the minutes of the July 1st, 2014 meeting as written, Edward Brown second. Motion carried.


Engineer’s Report: No Report.


Police Report: No Report.


Solicitor’s Report:The Solicitor asked for an Executive Session to discuss the Roadcrew Contract.

The Solicitor reviewed the proposed False Alarm Ordinance that was previously submitted to the supervisors and requested some changes and submitted a revised Ordinance draft for their review.


The Solicitor also gave the supervisors a copy of an Ordinance for the Sanitary Sewer System that pertains to Inspections of the system. This was a proposed Ordinance that was given to the supervisors to review in 2013 but did not get adopted so the Solicitor gave the supervisors another copy for them to review before adopting.


The Solicitor also advised the supervisors regarding a notice from P. Joseph Lehman, Inc for signage required for a bridge on Flegal Road that they must comply with the requirements. Supervisor Brown reported that the signs were taken care of.


Recreational Park Board: No Report.


Code Enforcement Officer:The Code/Zoning Officer reported that the Planning Commission approved the Land Development Plans for the Novey Recycling Proposed Yard Expansion and asked for the supervisors approval. They are working on DEP Permits for Storm Management. Supervisor Lawhead reviewed the plans and asked Mike Boal from Noveys a few questions. Edward Brown motion to approve, Daniel Mitchell second. Motion carried.


The Code Officer gave a progress report on the sanitary sewer home inspections with approximately 403 that have been completed and they continue to schedule more. There have been approximately 46 violations letters that have been mailed out and to date have had about 50% of those property owners contact the township to make the required corrections.

The main lateral installation for the Sanitary Sewer Project has been completed on Village Road and Joseph Road and are currently working on Overlook Drive with the total contract at 15% complete.

She also reminded the residents that if they are required to make corrections to their sewer system they must follow the required specifications and also contact the township for inspections.


The Code officer asked any business that is moving into the township or change of type of business they must get a Certificate of Occupancy from the township before starting their business.


Mr. Balliet from Penndot asked what the requirement is for Penndot to change the amount of parking spaces they will have at their new building on Bud George Blvd. They are requesting to go from 310 spaces to 309 spaces. He is to review the change with the Code Officer and she will be able to determine how they need to proceed.


Secretary/Treasurer’s Report: The Treasurer’s Report for the month of June was submitted for the supervisors review.

The Secretary reported that the township received a letter of resignation from Denny Liegey resigning from the Planning Commission. His term would run until December 31st, 2014. Edward Brown motion to advertise the unexpired term, William Lawhead second. Motion carried.

Supervisor Brown thanked Denny Liegey for his years of service from 1991 to 2014 on the Planning Commission and asked the Secretary to send him a letter of appreciation.


Supervisor’s Report:

Roadmaster Edward Brown reported the progress of the paving project. He also reported that the roadcrew installed drain pipe on Lick Run Road and Mapes Street and cleaned ditches on Barn Road and working on cleaning ditches and flushing them on Nelson Road. Continue to clean storm drains with all the rain and working at the compost site.


Supervisor Brown asked for an Executive Session for a Personnel issue.


Roadmaster Mitchell reported the work that continues in the Glen Richey area of the township with the work on Scribbers Road completed and working on Norman Road, Grice Road and cleaned up some trees that were down from the rain storm.

The work has been started on the Flag Pole replacement and Soft Fall was picked up and put down at the Rec Park in the playground area.

He thanked Station #5 for hosing out the Bayer Building where the Police Department parks their vehicles.

The forms have been completed and reviewed with Clearfield County Conservation District for the Dirt & Gravel Road Grant Application. Daniel Mitchell motion to submit a grant for the Dirt & Gravel Road Project for Hemlock Hollow Road in the total amount of $38,922.99 with $16,548.69 grant amount requested and $22,374.30 as In-Kind Township Contribution, William Lawhead second. Motion carried.

William Lawhead motion to pay the list of bills in the amount of $111,798.09, Edward Brown second. Motion carried.

Supervisor Mitchell reminded the residents of Good Street and Bowmans Hill Road that the township still needs the Income Surveys completed for the CBDG Grant and asked the residents that have not completed the forms to please return them or contact the township office and we will pick them up.
