Vice Chairman Daniel Mitchell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Edward Brown and Daniel Mitchell present with William Lawhead absent.

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Police Chief Mark Brooks, Solicitors James Naddeo & Linda Lewis, Randy Powell, Nancy Yeager, Norman Dixon, Elliott Neeper, Jeremy Ruffner, Kevin Graham, Kim Finnigan, Amanda Thompson, Jeff Corcino, Theresa Dunlap.

 

Comments from the audience: Norman Dixon from the 104th Calvary Road area was present concerning the problem with dust control on 104th Calvary & Weber Road. He stated that when Supervisor Lawhead was the Roadmaster he would take care of the problem every year and they did not have to continually deal with the dust. Because of the construction at the water plant there is more traffic on the road and the contractor is to maintain the road. The Code Officer has let them know and reminded them to wet the road and she will go to the site and make them aware of the problem. Mr. Dixon also asked the supervisors if they would consider tar and chipping a portion of the road to help eliminate the dust problem. Supervisor Brown did explain that they have not done any dust oil this year because of the constant rain that makes it ineffective and if they get a long enough period without rain then they will get it done.

 

Fire Chief Elliott Neeper from the Mill Road Fire Department explained that even though they had previously asked the supervisors for additional funds to add the necessary equipment to the new unit that would not be enough. When they went to look at the unit that is when they reviewed and discovered a lot of items that were supposed to be part of the bid for the unit and were not included. The additional cost for these items is $ 21,719.00 and he asked the supervisors to approve the additional funds. Daniel Mitchell motion to approve the additional funds of $ 21,719.00, Edward Brown second. Motion carried.

 

Edward Brown motion to approve the minutes of the July 15th, 2014 meeting as written, Daniel Mitchell second. Motion carried.

 

Police Report: Chief Brooks presented the Statistics Report for the month of July and reviewed it with the supervisors.

 

Chief Brooks reviewed the Police Department vehicle units:

2004 SUV-130,000 miles

2009 Ford Crown Vic-135,000 miles

2011 Ford Crown Vic-106,000 miles

2011 Expedition-19,000 miles

He asked them to consider keeping one of the units once it reaches the 150,000 miles to remove from the patrol use and use for administrative use. He also asked the Board to consider selling the 2009 Ford Interceptor that has been over in miles and sitting at the Police Station not being used for some time now. Supervisor Mitchell did let him know that he is working on getting a list of vehicles together for auction.

Solicitor’s Report: Mr. Naddeo presented a Resolution to the supervisors to relinquish the Curtis Taylor property back to him because there was a condemnation filed on his property due to failure to sign his easement for the Sanitary Sewer Project. Edward Brown motion to approve Resolution #2014-11, Daniel Mitchell second. Motion carried.

 

Mr. Naddeo received a letter from Solicitor Dwight Koerber pertaining to an individual that would like to construct a business on SR 322/SR153 that is zoned Village but Mr. Naddeo noted that is not an allowed use in that area.

 

Mr. Naddeo reviewed the proposed False Alarm Ordinance with the supervisors and Fire personnel that were present. The Fire Department personnel suggested changing the amount of warnings from at the fourth notice they would be fined to at the third false alarm they would be fined. Edward Brown motion to approve the Solicitor to advertise the Ordinance with the change, Daniel Mitchel second. Motion carried.

 

Mr. Naddeo asked the supervisors if they reviewed the Ordinance establishing rules and procedures for the inspection and certification of sanitary sewer systems on all properties connected to the public wastewater treatment system in the township at the time of sale or transfer of any such properties. Daniel Mitchell motion to authorize the solicitor to advertise the Ordinance, Edward Brown second. Motion carried.

 

Mr. Naddeo asked the supervisors for an Executive Session for a potential litigation with possible action.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer:The Code Officer thanked the public for their cooperation with the house inspections.

 

Secretary/Treasurer’s Report:The Treasurer asked permission to transfer funds from the Act 13 account to the General Fund for the 2nd Quarter Part Time Police Officers wages in the amount of $33,562.86 and then to transfer those funds from the General Fund to the TAN Account. Daniel Mitchell motion to approve the transfer of funds, Edward Brown second. Motion carried.

 

The Secretary presented Pay Estimate #2 in the amount of $ 2,649.90 for C & R Directional Boring. Daniel Mitchell motion to approve the Pay Estimate in the amount of $ 2,649.90, Edward Brown second. Motion carried.

 

The Secretary presented Pay Estimate #2 to Diehl Contracting in the amount of $ 239,712.43 for the Sanitary Sewer Project Phase III. Edward Brown motion to authorize Pay Estimate #2 in the amount of $ 239,712.43, Daniel Mitchell second. Motion carried.

 

The Secretary reported that the township received a request from Clearfield Municipal Authority to reimburse a business for the sewer surcharge that was charged in error in the amount of $ 8.50. Edward Brown motion to approve reimbursement of 8.50 from the Sanitary Sewer Account, Daniel Mitchell second. Motion carried.

 

The Secretary presented the 2013 Audit report and requested approval for the Chairman to sign necessary forms. Edward Brown motion to approve Chairman to sign forms, Daniel Mitchell second. Motion carried.

Supervisor’s repot:

Roadmaster Edward Brown reported that they have had issues with the sewer project but the work is progressing.

He asked that if a resident has a complaint about the work that was done on their property to come to the township office to fill out the complaint form so the township has record of the complaint.

 

He also reported that the roadcrew continues to work on cleaning ditches and putting in drain pipe.

The mower has been out every day and they are still working on putting stone down on dirt roads.

 

Mr. Brown also reminded residents that the Mill Road project is scheduled to start August 11th, 2014 and will run approximately 60 days, weather permitting. The road may be closed at times due to construction and residents should plan for alternate routes to access the Turnpike Avenue area. Accommodations will be made by the contractor for residents living on Mill Road.

 

Roadmaster Daniel Mitchell reported the roads that the crew has been working on and they have also been working every week at the Compost Site.

 

Edward Brown motion to pay the list of bills in the amount of $ 62,124.93. Daniel Mitchell second. Motion carried.
