Chairman William Lawhead called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Daniel Mitchell and William Lawhead present with Edward Brown absent.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Solicitors James Naddeo & Linda Lewis, Randy Powell, Amanda Thompson, Jeff Corcino, Theresa Dunlap, Karla Coudriet, Jim Noe, Dave McBride.

 

Comments from the audience: Dave McBride asked the supervisors for help with an abandoned house on Deacon Road that is located next to his property. The house has been condemned in past years and is a health and safety issue. The house is up for tax sale and he did consider purchasing the property but he had an estimate done of what it would cost to have the house taken down and it would be around 12,000.00. The lot is too small and does not have the setbacks to rebuild on so it does not meet the requirements for the Blight Program. He asked if the township condemns the house if they are responsible to take down the house. He asked the supervisors if there are any programs to help take the house down. The Chairman asked both the Code Officer and the Secretary to look into any programs or grant money that would be available to help with condemned houses.

 

Daniel Mitchell motion to approve the minutes of the August 5th, 2014 meeting as written, William Lawhead second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report: The Solicitor prepared and advertised the False Alarm Ordinance and was ready for the supervisors to approve and adopt. William Lawhead motion to adopt Ordinance #2014-04-False Alarm Ordinance, Daniel Mitchell second. Motion carried.

 

The Solicitor prepared and advertised the Smoke Testing Ordinance and was ready for the supervisors to approve and adopt. Daniel Mitchell motion to adopt Ordinance #2014-05-Smoke Testing Ordinance, William Lawhead second. Motion carried.

Mr. Naddeo commented that he had a concern that the public would not be aware of the Smoke Testing Ordinance that would be required when selling a piece of property connected to the Sanitary Sewer System and suggested the township direct a letter to all Real Estate Agencies, Attorneys and Banks in Clearfield County. The Supervisors authorized the Solicitor to contact and send the necessary letters.

 

Recreational Park Board: No Report.

Code Enforcement Officer: The Code Officer gave a monthly progress report for the Sanitary Sewer Project. Pennsafe has performed approximately 435 inspections to date. Progress has been impaired due to the enforcement/follow-up actions regarding the lateral violation letters. Request for Inspection letters have been mailed to all residents in the Hyde SSO Watershed. Inspections are scheduled as replies are received. To date very few violations have been confirmed.

Lateral TVing Contract: Forty six violation letters were mailed “certified” during the week of July 1, 2014.  Ten of the repair/replacements addressed in the letters have been completed. Eight of the certified letters were returned and staff is currently addressing the issue. The remaining owners are currently addressing their specific violations.

Phase 3 Sewer Replacement Project: Main and lateral replacement work on Village Road, Joseph Road, Crescent Drive and the golf course is completed. Currently working in the Country Club Circle/Meadow Road area. Total contract approximately 25% complete.

 

The Code Officer reminded residents that when they put up Yard Sale signs they need to remove them after the sale is over and not leave them to have litter along the roads.

 

The Code Officer presented the Spackman Subdivision along Old Erie Pike submitted by Hess & Fisher Engineering. William Lawhead motion to approve the Spackman Subdivision, Daniel Mitchell second. Motion carried.

 

The Code Officer presented the Subdivision for CMA Wastewater Treatment staging area on Beauty Drive. William Lawhead motion to approve the Subdivision for CMA, Daniel Mitchell second. Motion carried.

 

The Code Officer presented the Land Development for Integra Care-Colonial Court Yard located on Leonard Street. William Lawhead motion to approve the Land Development for Integra Care provided all signatures are in place, Daniel Mitchell second. Motion carried. Karla Coudriet requested a road cut for utilities for the project, Chairman Lawhead instructed her to contact the Code Officer for a Road Break Permit. Ms. Coudriet also discussed a change in the access point.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of July was submitted for the Supervisors review.

 

The Secretary reported that the Mill Road Fire Company was contacted by 4 Guys that their Pumper Unit was completed and ready for pick up. The Volunteers plan to make the trip on Friday to pick up the unit. The balance due on the unit is $236,076.00. The Secretary asked permission to pay the balance due. Daniel Mitchell motion to pay the balance of 236,076.00, William Lawhead second. Motion carried.

 

The Secretary asked permission to transfer funds from the Act 13 Account to the General Fund in the amount of 126,575.00 to pay for the Pumper Unit and pay the balance of 109,501.00 from the Fire Company Capital Purchase Budget. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary reported that the township received a letter from CNB Trust Department pertaining to the townships Investment Policy Statement for the Pension Plans and they would like to confirm the objective for the plans has not changed. The current Investment Objective for the townships Investment Policy Statement is: Portfolio C-Income and Growth. The supervisors agreed the Investment Objective remains the same.

The Secretary reported the MMO obligations for 2015 for the Police Pension Plan @ $159,445.00 and the General Employees Pension Plan @ $32,499.00 which must be included in the townships 2015 Budget as an expense.

 

The Secretary reported that she received the 2014-2015 year Road Salt pricing from Co-Stars at $65.83 per ton.

 

Supervisor’s Report:

Supervisor Mitchell thanked the Police Department personnel for the excellent job they did with putting on the Robbery Prevention Program at the High School.

Roadmaster Daniel Mitchell reported the work the roadcrew has been doing with grading, mowing and working on ditches on Lick Run Road and will be moving to Kennedy Road and McGeorge Road area next. They are also replacing pipe on Arrowhead Way. He also spoke with some residents in the Country Club area regarding the Sanitary Sewer Project.

 

Roadmaster Mitchell discussed the possibility of including the 1979 AM General Tri-Axle in the list of vehicles for the auction. Supervisor Lawhead agreed to go ahead and sell the unit even though they would not get out of it what they paid for the unit.

 

Supervisor Lawhead reported that the township received a letter from Orphans of the Storm of Clearfield County requesting financial support. He asked the Secretary to keep the letter with the information for the 2015 budget and they will consider it at that time.

 

Chairman Lawhead received a letter from Atlantic Broadband explaining the updates to their cable service and the surcharge they would be implementing to defray a portion of the increased cost to them.

 

Daniel Mitchell motion to pay the list of bills in the amount of $102,264.30, William Lawhead second. Motion carried.

 

No other business to come before the Board.
