Chairman William Lawhead called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.


Present: Secretary Barbara Shaffner, Solicitor’s James Naddeo & Linda Lewis. Kim Finnigan, Jeff Corcino, Teresa Dunlap, Randy Powell, Kenneth Duckett.


Comments from the audience: None.


Edward Brown motion to approve the minutes of the November 4th, 2014 meeting as written, Daniel Mitchell second. Motion carried.


Engineer’s Report” No Report.


Police Report: No Report.


Solicitor’s Report: Mr. Naddeo had emailed a job description for the new Road Foreman/Roadmaster and asked if the supervisors had reviewed it or if it needed any changes. It was reviewed by the supervisors and what they had requested.

Mr. Naddeo asked for a work session after the township meeting to review and discuss the proposed zoning changes with the supervisors.


Recreational Park Board:No Report.


Code Enforcement Officer: No Report.


Secretary/Treasurer: The Treasurer’s Report for the month of October was submitted for the supervisors to review.

The township received a letter of interest for a Junior Member on the Recreational Park Board and the Secretary asked if they wanted to appoint RJ Ward. William Lawhead motion to appoint RJ Ward as a Junior Member on the Recreational Park Board, Edward Brown second. Motion carried.


The Secretary reported that a board member on the Planning Commission has moved out of the township and is no longer permitted to be a member on the Planning Commission and that leaves two positions open on the Board. The township received two letters of interest from township residents asking to be appointed to the Planning Commission, Dave Nelson and Brandy Owens.

Edward Brown motion to appoint Dave Nelson to the Planning Commission with the term to run until December 31st, 2018 and Brandy Owens with the term to run until December 31st, 2016, Daniel Mitchell second. Motion carried.

The Secretary also reported that the term of Russell Triponey on the Clearfield Municipal Authority expires January 1st, 2015 and he has submitted a letter of interest asking to be reappointed. William Lawhead motion to reappoint Russell Triponey to the Clearfield Municipal Authority with the term to run until January 1st, 2020, Daniel Mitchell second. Motion carried.


The Supervisors were presented with information for software for the Fire Departments but were informed that the cost of $995.00 is for each Department and not all three together. The Supervisors would like more information before making a decision.


The Secretary reported that the township received a donation from American Exploration Company in the amount of $500.00.


The Secretary presented Change Order #1 for the Mill Road Project and asked for the supervisors to approve and also for the Chairman to sign. William Lawhead motion to approve Change Order #1 for the Mill Road Paving Project and authorize the Chairman to sign, Daniel Mitchell second. Motion carried.


Supervisor’s Report:

Edward Brown motion to authorize sharing in the cost with Clearfield Borough to replace the Animal Control vehicle with the total cost to be no more than $10,000.00 and the township share to be $5,000.00, Daniel Mitchell second. Motion carried.


Edward Brown asked for an Executive Session at the end of the meeting for a Personnel issue.


Roadmaster Daniel Mitchell reported that the equipment on Municibid is up and running and the bids will end on Thursday November 20th, 2014. There are 18 items out for bid. The roadcrew has been cleaning ditches, cold patching, working on traffic lights, doing some smoke testing and preparing the trucks for winter with the spreaders and plows.


Supervisor Lawhead explained that after the previous Clearfield Municipal Authority meeting there was an article in the newspaper that had incorrect information. Clearfield Municipal Authority did not get fined because of Lawrence Townships Hyde schedule it was because Clearfield Municipal Authority forgot to file a required report on time.


William Lawhead motion to pay the list of bills in the amount of $152,805.32, Daniel Mitchell second. Motion carried.


Edward Brown motion to adjourn to Executive Session to discuss a Personnel issue, Daniel Mitchell second.

No other business to come before the board.
