Chairman William Lawhead called meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Police Chief Mark Brooks, Solicitor’s James Naddeo & Linda Lewis, Randy Powell, Theresa Dunlap, Amanda Thompson, Jeff Corcino, Robert Rougeux, Alicia Rougeux, Trudy Armstrong.

Engineer’s Report: No Report.

 

Police Report: Chief Brooks submitted the statistics for the month of May for the supervisors review.

 

Chief Brooks reviewed two traffic safety programs that the department has participated in recently. The first being wave 2 of the Aggressive Driving Enforcement project which involved a traffic enforcement period that began March 25th and ended on May 1st, 2015. Officers participating in the traffic safety project initiated a total of 90 traffic stops and issued 55 citations for related traffic violations on roadways within the township.

The second traffic safety project concluded this month was the 2015 Buckle Up Grant Program. The enforcement period began May 18th and ended May 31st, 2015. Officers participating in the program initiated a total of 95 traffic stops and issued 69 citations for related traffic violations on roadways within the township.

Chief Brooks addressed the upcoming vacancies in the department resulting from (2) part time Police Officers accepting other employment, the part time applicant interviews have been conducted. Chief Brooks asked the supervisors to approve, pending completions of their background/psychological exams, adding Tonya Marshall and Shawn Kronenwetter as part time Officers on an as needed basis. Edward Brown motion to hire Tonya Marshall and Shawn Kronenwetter as part time Officers as needed, Daniel Mitchell second. Motion carried.

 

Chief Brooks reported that on May 5th, 2015, Officer Julie Curry completed and received certification in Crisis Intervention Training after a week long course held at Dubois Penn State campus. The program objectives instruct officers in deescalating situations that have statistically resulted in physical confrontations with people suffering from mental illness. Since its inception in 1988, the training program is widely accepted by law enforcement across the United States. In addition, Officer Curry is now able to reciprocate the techniques to the department, vastly improving safety for the involved individual and responding officers.

Chief Brooks reported that the department received approval notification on behalf of the department’s most recent Bullet Proof Vest partnership Program submission. The notice validated the townships application for funding and authorized a reimbursement payment to the township of $1,735.50.

 

Chief Brooks also reported that the department was notified by the Lawrence Township Fire Department #3 of their annual 5K Challenge Run, tentatively scheduled for June 13th, 2015. The run will begin at 9:00 AM starting and ending at the Glen Richey Firemen’s Recreational Park. Streets involve portions of Firehouse Road, Glen Richey Highway, Evans Road, Kauffman Road and Church Road. Police presence for traffic safety will be provided at all locations designated by the event coordinator.

 

Solicitors’ Report: Mr. Naddeo asked for an Executive Session to discuss a possible litigation.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer Report: Debra Finkbeiner reported that she will be starting to issue Tickets for violations. She also is having complaints on residents that continually have yard sales.

 

The Code Officer asked for a decision from the supervisors for the Conditional Use submitted for the Bee Kind Winery. Edward Brown motion to approve the Conditional Use submitted by Joseph & Sherry Kendrick for a Winery Production and Future Retail Winery located at 774 Carbon Mine Road, Clearfield Pa. Edward Brown motion to approve the Conditional Use submitted by Joseph & Sherry Kendrick, William Lawhead second. Motion carried.

 

The Code Officer asked for a decision from the supervisors for the Conditional Use submitted by Randy Lee & Ruth Ann Rougeux for a Family Day Care located at 1419 Robinson Avenue, Hyde Pa. William Lawhead motion to approve the Conditional Use submitted by Randy Lee & Ruth Ann Rougeux, Daniel Mitchell second. Motion carried.

 

Roadmasters Report: Ronald Woodling reported that the paving project should be starting on June 10th, 2015 but he was unsure of the date for the tar & chip. He also reported that there has not been a tentative date set for the weed spraying.

He does have an employee that has started doing the mowing. Roadmaster Woodling also reported that he has a crew working on cross drains on Hemlock Hollow Road for the Dirt & Gravel Road project.

 

He discussed Overlook Drive with the supervisors because the Clearfield Municipal Authority is putting in a water line along the edge of the road and he was unsure if they should still pave it this year because the area could possibly sink. The supervisors advised him to take it off the list for this year and possibly add another section of road to the paving project.

 

Secretary/Treasurer’s Report: The Secretary presented Change Order #3 for the Sanitary Sewer Project in the amount of 520.00. William Lawhead motion to approve Change Order #3 for the Sanitary Sewer Project, Edward Brown second. Motion carried.

The Secretary presented Pay Estimate #12 in the amount of $32,222.53 to Diehl Contracting. Edward Brown motion to approve Pay Estimate #12 to Diehl Contracting, William Lawhead second. Motion carried.

 

The Secretary also presented a Certificate of Substantial Completion for the Sanitary Sewer Project for the supervisor’s approval. William Lawhead motion to approve the Certificate of Substantial Completion and authorize the Chairman to sign, Daniel Mitchell second. Motion carried.

Daniel Mitchell motion to pay the list of bills in the amount of $44,041.12, Edward Brown second. Motion carried.

 

William Lawhead motion to adjourn to Executive Session to discuss a possible litigation, Daniel Mitchell second.

William Lawhead explained that the township received an Invoice from the Clearfield Municipal Authority for the Hyde SSO Bypass for a rain event in the amount of 2,000.00 and the township is disputing it because of a leaking manhole that belongs to CMA. William Lawhead motion to deduct the townships expense to temporarily repair the manhole in the amount of 520.00 and approve payment of $ 1,480.00 and also send a letter to the Clearfield Municipal Authority for  a timeline that the manhole will be repaired by CMA or replaced, Edward Brown second. Motion carried.

 

No other business to come before the board, Daniel Mitchell motion to adjourn, William Lawhead second.
