Chairman William Lawhead called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor James Naddeo, Kim Finnigan-Gant Daily, Terry Wigfield-EMS, Amanda Thompson-WOKW, Jeff Corcino-The Progress, John Wilson-EMS, James Gray-EMS, Thomas Glace-EMS.

 

Comments from the Audience: Terry Wigfield from Clearfield EMS was present to request funds from the township from the townships Act 13 Funds in the amount of $50,000.00  to assist EMS in purchasing a new ambulance. Chairman Lawhead asked him if he was asking other local municipalities for funding also. He was not aware that Clearfield Borough receives Act 13 funds but will present a request to them for funds and intended to request funds from Clearfield County. The Supervisors will discuss the request and get back to him.

 

Daniel Mitchell motion to approve the minutes of the June 2nd, 2015 meeting as written, Edward Brown second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report:Previously the Solicitor was asked to review an agreement for Mutual Aid with Boggs Township to determine if it was still valid.

 

Mr. Naddeo asked for an Executive Session to discuss a possible litigation with no action.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer:The Code Officer reported that Greg Martell had some concerns about the zoning changes that were recently  done by the township that changed a portion of their property on Coal Hill Road from Industrial to Residential Urban. Since he had just recently completed a 5 lot subdivision and there presently are no separate tax map numbers for Lot 3 and Lot 4 that were changed to R-U, it was his understanding that the entire location was changed to R-U and the area of his business that is Industrial was also changed. This was not the intent of the supervisors and the Code Officer wanted it in the minutes that the area known as Lot 1, Lot 2 and Lot 5 are to remain as Industrial.

Roadmasters Report: Ron Woodling reported that the paving project has started and the contractor is starting in the Hyde area. He also reported that the crew has been working on Hemlock Hollow Road putting in pipe and hope to have it completed next week, weather permitting.

No date has been set for the Tar & Chipping.

Roadmaster Woodling asked the supervisors about updating the radios for the road equipment. They received quotes in 2014 to update the system but had not made any decisions on the matter. Roadmaster Woodling explained that they have pieces of equipment that need radios in them and if they intend on updating he would like to get it done for the new equipment. Supervisor Brown asked if there are any radios that were taken out of equipment that can be used for now. Roadmaster Woodling will look to see if there is any. He is also to get updated quotes for the radios since the present quote is from 2014.

Supervisor Lawhead asked the Roadmaster about the Dirt & Gravel Road Project and what all was in the grant. It was explained that this year is for drainage and the township would have to apply next year for the DSA stone, the Clearfield County Conservation District would like to wait a year for the area to settle before putting down the DSA.

Roadmaster Woodling had a quote from Bradco Supply for a 2015 Ford Super Duty F-550 at the price of 43,900.00 for the supervisors to review. The supervisors discussed LT#4 that is not running and possibly asking Bradco to take it as a trade-in before putting it out for auction.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of May was submitted for the supervisors review.

An Estimate was submitted to the township for maintenance to Glen Richey Fire Departments 2002 HME Fire Truck from Tibbens Auto Body in the amount of $3,136.67. William Lawhead motion to approve the repairs, Daniel Mitchell second. Motion carried.

 

The Secretary reported of an incident of an individual putting garbage in the townships dumpster at the Recreational Park that she witnessed. She did contact the township Police in which she was given a warning. The township received a letter from the individual who apologized for the violation.

 

The Secretary/Treasurer asked permission to transfer $10,000.00 from the General Fund to the Sanitary Sewer Account so the funds are available to pay the loans in that account. William Lawhead motion to transfer 10,000.00 from the General Fund to the Sanitary Sewer Account, Edward Brown second. Motion carried.

The Secretary presented an Invoice that was not included in the list of bills to be paid from Ehrlich for weed spraying in the township in the amount of $4,325.00. Edward Brown motion to pay the Invoice to Ehrlich in the amount of $4,325.00, Daniel Mitchell second. Motion carried.

 

Supervisors Report:

Edward Brown also requested an Executive Session for a possible litigation with no action.

 

Daniel Mitchell: No Report.

 

William Lawhead: No Report.
