Chairman William Lawhead called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Edward Brown and William Lawhead present with Daniel Mitchell absent.

 

Present: Secretary Barbara Shaffner, Police Chief Mark Brooks, Solicitor’s James Naddeo & Linda Lewis, Randy Powell, Jeff Corcino and Theresa Dunlap.

Edward Brown motion to approve the minutes of the July 21st, 2015 meeting as written, William Lawhead second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report:Chief Brooks presented the Stats for the month of July for the supervisors review.

 

Chief Brooks reported two programs that the Police Department has participated in. Officers Elliott Neeper and Zachary Cowan recently participated in a public service safety presentation held at the Shaw Public Library in Clearfield on July 8th, 2015. The Officers distributed neighborhood safety and drug awareness material, in addition to offering fingerprinting services to approximately 40 youth who were in attendance. Both Officers reported that the program went very well.

The second program, Officer Julie Curry conducted an informational robbery employee safety presentation at the Timberland Federal Credit Union on July 22nd, 2015. The seminar was held at the Timberland FCU located in Lawrence Township and material presented was received by those in attendance from the Clearfield and Dubois credit union offices.

 

Officers have reached the half way point of the Department of Transportation’s Aggressive Driving Enforcement project. This 3rd wave of a (8) week long enforcement period targets speeding and red light violations, tailgating and work zone infractions, careless driving and texting. Officers remind motorist that a zero tolerance to seat belt violations will take place during the enforcement period, which is scheduled through August 30th, 2015.

 

The Police Department would like to thank the Clearfield County Fair and Park Board again this year for the continued opportunity to be presented in the annual Clearfield County Fair Parade, which took place on August 3rd, 2015. We do very much appreciated all of their work in coordinating the event.

 

Chief Brooks asked for an Executive Session to discuss a matter of department personnel.

Solicitor’s Report: Solicitor James Naddeo presented a Resolution to the supervisors for their approval to amend the Zoning Ordinance. Edward Brown motion to approve the changes and authorize the Solicitor to make the changes, William Lawhead second. Motion carried.

 

Mr. Naddeo explained that the waste water regulations in the Subdivision Ordinance needed amended to include anyone that is subdividing to construct a residence must follow the surface water regulations. William Lawhead motion to approve amending the Subdivision Ordinance, Edward Brown second. Motion carried.

 

Mr. Naddeo was informed that the Clearfield County Economic Development is extending the KOZ another 10 years and request the township also approve the extension. William Lawhead motion to approve extending the KOZ for an additional 10 years and authorize the Solicitor to prepare the Resolution, Edward Brown second. Motion carried.

 

Recreational Park Board: Supervisor Lawhead congratulated the Clearfield Teener League for winning the State VFW Championship held at the Lawrence Township Recreational Park.

Roadmaster Woodling presented a quote received from All American Roofing to replace the roofs on the Concession Stand and both Dug-Outs. The price to replace the shingles was $5,720.00 with a 30 year Warranty and a Metal Roof at $5,852.00 with a 40 Year Warranty. William Lawhead motion to accept quote to replace with a Metal Roof @ $5,852.00, Edward Brown second. Motion carried.

 

Code Enforcement Officer: No Report.

 

Roadmasters Report: Roadmaster Woodling reported the crew has been catching up on summer work and plan to get work done in the Kerr Addition are next week. August 24th, 2015 HRI will return to finish up paving and Tar & Chip.

The Crew has been doing cold patching in the mornings when it’s cooler.

Roadmaster Woodling presented the quote from Bradco Supply for a 2015 Ford F-550 at the cost of 79,763.14 less Trade-In of 5,000.00 with the total of 74,763.14 that he had presented to the board at a previous meeting and also a quote from Walsh Equipment for a 2015 Dodge that would still need the uplift and would probably not be ready until sometime in October with a price of 78,602.00. Edward Brown motion to accept bid/quote from Bradco Supply in the amount of 74,763.00 for a 2015 Ford

F-550, William Lawhead second. Motion carried.

 

Secretary/Treasurer’s Report: The Township received a letter from a township resident interested in serving on the Lawrence Township Zoning Hearing Board. The Secretary explained that the township had an opening for an alternate on the board. Edward Brown motion to appoint Neil Irwin to the Zoning Hearing Board as an alternate, William Lawhead second. Motion carried.

 

The Secretary presented a grant application that the Roadmaster prepared along with the Conservation District for the 2015 Dirt & Gravel Road Grant in the amount of 64,168.00 for DSA Placement on Hemlock Hollow Road. Edward Brown motion to approve the Dirt & Gravel Road Grant Application, William Lawhead second. Motion carried.

The Secretary received information from the Clearfield Municipal Authority for a resident located at 120 Elizabeth Street that has been paying the Sewer Surcharge and their lateral goes directly into CMA’s Manhole. They are asking for a reimbursement of 994.50. William Lawhead motion to approve payment to reimburse Gregory & Karen Norris for the sewer surcharge in the amount of 994.50, Edward Brown second. Motion carried.

 

The Secretary presented an Invoice to the Clearfield Municipal Authority that had been presented at the last township meeting and the supervisors requested more information before approving payment. The Secretary received the information and presented the Invoice in the amount of 4,774.49 for the supervisors review and approval. Edward Brown motion to approve paying the Invoice to the Clearfield Municipal Authority, William Lawhead second. Motion carried.

William Lawhead: No Report.

 

Edward Brown motion to pay the list of bills in the amount of $35,258.90, William Lawhead second. Motion carried.

 

William Lawhead motion to adjourn to Executive Session to discuss Police Personnel with possible action, Edward Brown second.
