Chairman William Lawhead called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of Supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor James Naddeo & Linda Lewis, Jeff Corcino, Theresa Dunlap, Randy Powell, Matt Milliron, Val Miceli, Eric Perlock, Cliff Reed, Robert Stricker, Tom Straw, Justin Stewart, Norman Violette, Ted Gill, Rob Swales.


Comments from the audience: William Troy from 145 Bowmans Hill Road explained that he does not have a private driveway on Bowmans Hill Road and has to park along the side of the road. He has a neighbor that complains because he parks there and tells him he is not allowed to. There used to be a paper alley there and the neighbor put post up to block him from parking or using the area. The Solicitor explained about paper alleys and if the township has not maintained an alley then it reverts back to the adjoining property owners. The property owners have a right to use the area of the alley but they cannot block the alley way. He also explained that this is a civil matter and the township has no authority in the issue. Mr. Troy also questioned about a drainage ditch and felt that there is water coming onto his property that is pushing the blocks from under his home. Supervisor Lawhead explained that the ditch needs cleaned out and also explained that there is a spring house in the bank. Supervisor Brown also explained that the township will be doing a Block Grant on Good Street and Bowmans Hill Road and they will be replacing storm pipes before paving the road.


Matt Milliron asked if the conditions go with the use if the supervisors approve the request for light manufacturing and if there would be a change in ownership if the new owner would also require a conditional use. He also asked if the supervisors can set a condition on hours of operation for Hydro Spray. The Solicitor explained that the supervisors can put conditions on the approval to accommodate the residents and also if the property changed hands the new owner would need a conditional use.

Code Enforcement Officer Report:The Code Officer presented the Conditional Use submitted by Walker Lumber for Timbering on Mary Sellers property on Flegal Road. All documents completed and the Road Permit in place, the road has been documented. Edward Brown motion to approve the Conditional Use for Walker Lumber Co, Daniel Mitchell second. Motion carried.


Supervisor Lawhead questioned Cliff Reed regarding his hours of operation and what hours did he plan to operate.  Mr. Reed explained he planned for 7:00 AM-5:00 or 6:00 PM and he also explained that 20% is light manufacturing.  He looks to develop a walk in trade to service local businesses. He does work evenings and weekends but it can be to go out to service and not necessarily doing manufacturing. Supervisor Brown asked the Solicitor if in the future if there are complaints can they set limitations at that time. The Solicitor explained the restrictions would need to be set now and it would be hard to construct a standard and enforce it. The Code Officer read the restrictions from the Code Book and this already covers the restrictions needed.

125.8 Light Manufacturing: The assembly, fabrication, manufacture, production, processing, storage and/or wholesale distribution of goods or products where no process involved will produce noise, light, vibration, air pollution, fire hazard, or emissions, noxious or dangerous to neighboring properties within 400 ft.

William Lawhead motion to approve the Conditional Use for Cliff Reed for Light Manufacturing in the Commercial Highway area with condition of light Manufacturing hours of operation from 7:00 AM-9:00 PM, Edward Brown second. Motion carried.


Roadmaster Report:

Roadmaster Woodling let the supervisors know that he looked at the radios that were in the shop and could not find any that work to install in the new equipment and asked the supervisors if they were ready to make a decision regarding purchasing new ones and updating the system. They reviewed the quotes received from Pennsylvania Communications out of Philipsburg @ $16,085.00 and Centre Communications @ $17,714.00. Edward Brown motion to purchase Radios and update system with Pennsylvania Communications @ $16,085.00, Daniel Mitchell second. Motion carried.


The Roadmaster let the supervisors know that he checked into the location that there was a request for a Fire Hydrant and it is on Lewis Road. Supervisor Lawhead explained that the first step is to go to Pike Township Municipal Authority and ask what they would be willing to do.


Roadmaster Woodling received a request for a School Bus Ahead sign to be installed on Whiskey Hill. William Lawhead motion to send letter to Penndot to request permission to install the sign, Edward Brown second. Motion carried.


The Roadmaster reported that the Roadcrew has been spot paving on numerous roads in the township and will be trying to get Flegal Road bermed.


The Roadmaster continues to get calls from a resident on Fletcher Street asking about having the fence put back up that was taken down during the sewer project. The resident has already been informed by Stiffler McGraw that the contractor will not put the fence back up and it is their responsibility. The Secretary is to contact Dave Stiffler and ask him to send a letter to the property owner.

The Roadmaster also reported that he spoke with a representative from Valley Ag & Turf regarding the John Deere Mower and they asked if our mechanic torqued the wheels after 10 hours and if they didn’t then the warranty would not cover the issues with the mower. The wheels were tight and were torqued and he let them know the mower would be picked up the next day to get fixed.


Secretary/Treasurer’s Report:The Treasurer’s Report for the month of August was submitted for the Supervisors review.


The Secretary reported that the township received their new quote for the health Insurance rate for 2016 and the rate only increased by 5% for the coming year that takes effect December 1st, 2015.


The Secretary reported that she received a letter of resignation from Chris Rowles from the Clearfield Municipal Authority effective September 14th, 2015. William Lawhead motion to advertise the position on the Clearfield Municipal Authority, Daniel Mitchell second. Motion carried.

William Lawhead motion to send a letter of appreciation to Mr. Rowles for his service on the authority, Edward Brown second. Motion carried.


The Secretary presented information and asked for approval for a drawdown of funds from the CDBG Block Grants funds in the amount of $272.00 to pay Stiffler McGraw Invoice and also to authorize the chairman to sign the documents for the drawdown. Edward Brown motion to approve the drawdown of funds in the amount of $272.00 and authorize the chairman to sign, Daniel Mitchell second. Motion carried.


The Secretary presented the documents received from HRI for the paving project and presented the total expense presented of 1,030,053.13. The Secretary also presented a list of revenues available to pay the expense and asked the supervisors what funds they want used to pay the Invoice. There are funds remaining in the Loan Funds for the Sewer Project in the amount of 913,865.00 and she also presented other accounts they could use the funds from.  Edward Brown motion to approve paying Invoice and authorize the funds in the amount of 913,865.00 be paid from the Sewer Loan Account, with the balance to be split between the Reserve Acct and the Act 13 Acct, Daniel Mitchell second. Motion carried.


The Secretary asked the supervisors what date and time they wanted to set for Halloween. Clearfield Borough has recommended setting it on October 31st, 2015 from 6-8 PM. Edward Brown motion to set the same as Clearfield Borough on October 31st, 2015 from 6:00 PM-8:00 PM, Daniel Mitchell second. Motion carried.
