Vice Chairman Daniel Mitchell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Edward Brown and Daniel Mitchell present with William Lawhead absent.

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Solicitor James Naddeo, Roadmaster Ronald Woodling, Randy Powell, Cliff Reed, Amanda Thompson, Jim Shipley, Jodi Addleman, Paula Collins, Kevin Stibitz, Matthew McGarry, Scott Schultz, Gary Straw, Theresa Dunlap.

 

Comments from the audience:Board members from the Joseph & Elizabeth Shaw Public Library had a presentation for the Supervisors. Jodi Addleman and Kevin Stibitz spoke about “Why The Library”. They felt the Library is amazing, educating, has programs for all ages, Literacy, Gateway to Digital Society, Life Long Learning and Dynamic Centers for Engagement. Paula Collins, the Library Director, presented information about a Carpet Replacement Project that began last year. The fundraising goal for the project was $50,000.00, due to the kindness and continued support from the community they have secured $34,000.00 towards their goal. She asked the supervisors to consider making a contribution to help them raise the remaining $16,000.00 to cover the cost of the project.

 

Edward Brown motion to approve the minutes of the November 3rd, 2015 meeting as written, Daniel Mitchell second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report: Solicitor Naddeo presented the Ordinance that was advertised for the Zoning Changes and read each item. Edward Brown motion to approve Ordinance #2015-06, Daniel Mitchell second. Motion carried.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer:The Code Officer reported that 40% of the I & I & Sewer Violations have responded, two that are in violation from camera inspections will proceed to the District Magistrate. Some residents that have been completed and subpumps removed are now reconnecting after their inspections. She let the public know that violators will be prosecuted and also reported that the employees continue to check manholes and observation ports.

Code Officer Finkbeiner asked the supervisors for their decision for the Conditional Use for Light Manufacturing, Wholesaling and Warehousing submitted by Reed Ventures in the Commercial Highway on Washington Avenue. Edward Brown motion to approve the Conditional Use, Daniel Mitchell second. Motion carried.

 

The Code Officer has received request from residents that have received fines for the sewer violations that the $25.00 fee be waived. The township has made numerous attempts to get these corrections done. Supervisor Brown explained that if the township made an error and did miss someone then the township should not fine the resident, but only in that instance.

 

Roadmaster’s Report: Roadmaster Woodling reminded residents that on Friday, November 20th, 2015 it would be the last day the Roadcrew will pick up loose leaves with the Leaf Vac. They will continue to pick up bagged leaves and to please contact the township office so they are aware you have bagged leaves to be picked up.

The Roadmaster reported that the trucks should be ready for winter the following week and also the Winter Road Materials are ordered and being delivered.

He also reported that the Cat Loader is at Cleveland Brothers for repair and will cost between $4,000.000 to $5,000.00 for repairs.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of October was submitted for the supervisors review.

 

The Secretary presented the 2016 proposed Budget with no tax increase for the supervisors approval. She did explained to the supervisors that she received a revised MMO for the Police Pension Plan with an increase in the MMO of $10,316.00. If they accept the increase and proceed with the change she suggested changing a line item in the Police Budget with a decrease of $10,316.00 and increase the Police MMO. Edward Brown motion to accept the revised Police Pension MMO for 2016 and make the changes in the budget for the Police Pension Plan MMO in the amount of $10,316.00, Daniel Mitchell second. Motion carried.

The 2015 CDBG Application and plans for use of funds was ready to be submitted and required a Resolution to approve Clearfield County submitting the application on the townships behalf. Also to designate Lisa Kovalick as the Fair Housing Officer and the Townships Official Representative. Edward Brown motion to approve Resolution #2015-07, Daniel Mitchell second. Motion carried.

 

The Secretary also reported that the township received a request from the Clearfield Area School to purchase Road Salt from the township again for the 2015-2016 winter season. Edward Brown motion to approve, Daniel Mitchell second. Motion carried.

The Secretary reported that the township received a letter of resignation from Randy Powell from the Zoning Hearing Board effective December 31st, 2015 and thanked him for his years of service on the Board. Daniel Mitchell motion to accept resignation, Edward Brown second. The supervisors also thanked Randy for his 26 years of service.

 

Supervisor’s Report:

Edward Brown motion to hire Gary Straw and Jeffrey McClintock as Fulltime Seasonal employees at $13.73 hr to start November 18th, 2015, Daniel Mitchell second. Motion carried.

 

Daniel Mitchell: No Report.

 

Edward Brown motion to pay the list of bills in the amount of $64,918.20, Daniel Mitchell second. Motion carried.

 

No other business to come before the Board.

Edward Brown motion to adjourn, Daniel Mitchell second.
