Chairman William Lawhead called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Edward Brown, Daniel Mitchell and William Lawhead all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Solicitor James Naddeo, Randy Powell, Theresa Dunlap, Jeff Corcino, Amanda Thompson, Dick Shaffer.

 

Comments from the audience: Dick Shaffer, Manager at the Clearfield-Lawrence Township Airport, was present and requested the Board of Supervisors to consider painting lines on Airport Road. He felt it is very hard to see the road at night. Chairman Lawhead let him know that they will have the Roadmaster put the request on his list and see if finances are available in the spring for the project.

 

Daniel Mitchell motion to approve the minutes of the December 1st, 2015 meeting as written, Edward Brown second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report: Solicitor Naddeo presented the Ordinance for the amendments to the Zoning that was advertised and ready for approval. Edward Brown motion to approve Ordinance #2015-07, Daniel Mitchell second. Motion carried.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer Report: The Code Officer requested to set dates for two Conditional Use Hearing with both being for Churches located in Commercial Highway: The Bridge located on the Clearfield-Curwensville Hwy and Faith Connection located at 1101 South 2nd Street. The date was set for January 19th, 2016 with the first hearing at 6:45PM and the second hearing at 6:50 PM.

 

The Code Officer also presented an issue at 1101 South Second Street for a inlet needs to be installed for water in their parking lot. In order for the state to consider installing the inlet they require a letter from the township. William Lawhead motion to send a letter to the State, Edward Brown second. Motion carried.

 

Roadmasters Report: The Roadmaster was not present so the secretary presented a question to the Board for him. Previously a request was submitted to the Board asking them to consider making Leonard Street a One Way Road but the Board of Supervisors did not make a decision. The Roadmaster asked the request to be brought to the supervisors again for a decision for a traffic study to be done. All three supervisors opposed the request and at this time do not want to have a study done.

Secretary/Treasurer’s Report:

The Treasurer’s Report for the month of November was submitted for review.

 

The Secretary asked permission to close the Sewer Project Acct at Clearfield Bank & Trust with a balance of 670.38 and transfer the funds to the Sanitary Sewer Acct. Edward Brown motion to approve closing the account, Daniel Mitchell second. Motion carried.

 

The Secretary presented a letter received from Wayne Smith asking to be reappointed to the Clearfield Municipal Authority. William Lawhead motion to reappoint Wayne Smith to the Clearfield Municipal Authority with the term to run until January 1st, 2021, Daniel Mitchell second. Motion carried.

 

The Secretary asked permission to transfer $110,066.48 from the General Fund to the Fire Co. Capital Reserve Acct for the 2 mills of Real Estate Taxes collected for 2015 with no Capital Reserved expenses for the year. Edward Brown motion to approve transferring the funds, Daniel Mitchell second. Motion carried.

 

The Secretary asked for approval for a sewer exoneration for Sid & Cecilia Kyler at 725 Coal Hill Road. They applied for a sewer tap in August but the work was not done until November and they are not yet connected to the sewer line. The Code Officer let CMA know that they applied for the tap so CMA started to invoice them for the sewer fees. William Lawhead motion to approve the sewer exoneration, Daniel Mitchell second. Motion carried.

 

The Secretary presented the 2016 proposed Budget that was advertised and ready for approval. Edward Brown motion to approve the 2016 Budget, Daniel Mitchell second. Motion carried.

 

The Secretary let the supervisors know that the Reorganizational Meeting date is required to be held on January 4th, 2016 and asked what time they want to have the meeting. The time was set for 6:30 PM with the Regular Meeting to immediately follow.

 

The Secretary presented quotes from Witmer Public Safety Group for Annual SCBA Inspections for all three Fire Departments and asked for the supervisor’s approval for the expenses.

Supervisor’s Report:

Edward Brown thanked the residents for allowing him the opportunity to serve the township.

 

Daniel Mitchell thanked Supervisor Brown for his service to the township.

 

William Lawhead: No Report.

 

William Lawhead motion to approve the list of bills in the amount of $86,578.37, Daniel Mitchell second. Motion carried.

 

No other business to come before the board.
