Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed William Lawhead and Randy Powell present with Daniel Mitchell absent.

 

Present: Secretary Barbara Shaffner, Code Enforcement Officer Debra Finkbeiner, Solicitors James Naddeo & Linda Lewis, Scott Carts, Dan Anna Jr., Brian Lytle, C. Alan Walker, Randy Lemmo, David Nelson, Leslie Stott, Joan Shimmel, Nancy Yeager, Chris Rowles, Dan Kitchen.

 

William Lawhead motion to approve the minutes of the June 7th, 2016 meeting as written, Randy Powell second. Motion carried.

 

Code Enforcement Officer Report: The Code Officer presented a Minor Subdivision for Terry Briskar located off of Fire Tower Road, with everything in order. Randy Powell motion to approve, William Lawhead second. Motion carried.

 

The Code Officer presented the Conditional Use for Timbering by Rorabaugh Lumber Company. The Property is owned by Appalachian Wood Products and is approximate 25.19 acres tract of land, the proposed timbering is approximately 20 acres. The access road will be on township road T-605, Industrial Park Road. There is a Road Occupancy Permit and all documents are in order. They intent to start July 1st, 2016 and will run until August 31st, 2016. Randy Powell motion to approve, William Lawhead second. Motion carried.

 

The Code Officer also presented the Conditional Use for Timbering by Scott Carts Forestry. The property owner is Pa. & Ohio Rod & Gun Club and is approximately 915 acres tract of land, the proposed timbering is 100 acres. The access road will be on township road T-611, Pifer Road. The Planning Commission approved condition on approval of Soil/Erosion Plan by the Clearfield County Conservation District, Excess Maintenance Agreement and Road Bonding conditions being met. The Code Officer reported that the Road Survey has be completed and they are working on the Road Bond and Maintenance Agreement. William Lawhead asked that dust control maintenance be done on road (No Salt Brine). William Lawhead motion to approve with condition of all requested items being completed, Randy Powell second. Motion carried.

 

The Code Officer also requested to review with the Supervisors the list of items received from Stiffler McGraw regarding the flow meter report for the I & I and the sewage reports.

 

Gerald Cross from The Pennsylvania Economy League did a presentation to the Board and the Public pertaining to the Demographic and Financials for Lawrence Township. This was done to prepare for the Feasibility Study being conducted for the township and Clearfield Borough to consider Consolidating to one Municipality. He explained where the township is presenting at financially and also an estimate for future finances.

Solicitor’s Report: Mr. Naddeo asked for an Executive Session for several possible litigations.

 

Recreational Park Board: No Report.

 

Roadmasters Report: In the Roadmasters absence the Secretary presented his information.

The Roadcrew did Dust Control on 21st Street, 104th Calvary Road and Wooster Lane.

 

The Roadcrew continues to do road repairs from the Flood Damage from June 2nd, 2016.The Secretary did request that the supervisors review with the Roadmaster the list from Stiffler McGraw & Associates regarding the I & I Inspections and flow monitoring. She explained that since the storm the Roadcrew is behind on their regular maintenance work and it will be hard for them to catch up if they have to also take care of these items. She asked the supervisors to consider requesting Stiffler McGraw to conduct the needed inspections.

She also reminded the Supervisors that they have a meeting scheduled with Stiffler McGraw at 9:00 A.M. on Thursday to look at Good Street and review the Turnpike Avenue project.

 

Secretary/Treasurer’s Report: The Secretary reported a correction for a motion from the previous meeting regarding the Seasonal Roadcrew Employees clothing allowance. According to the Roadcrew Contract Article 22 the Seasonal Employees are also entitled to the same amount of clothing allowance as the Fulltime Employees in the amount of 250.00 per year (Article 8)

 

The Secretary presented the Glen Richey Fire Co. list of scheduled parades for 2016 for approval. William Lawhead motion to approve, Randy Powell second. Motion carried.

 

The Secretary reported the amount of funds the township will receive from Act 13 that is now listed online. The township is to receive 350,204.47 by July 1st, 2016. This is 58,258.00 less than budgeted, but we also budgeted to leave 78,804.00 in the Act 13 Reserve account.

 

The Secretary asked the supervisors to authorize an Invoice in the amount of 1,200.00 payable to Mockenhaupt Benefits Group to be paid from the Police Pension Plan and authorize CNB Trust Department to pay the Invoice. William Lawhead motion to approve, Randy Powell second. Motion carried.

 

The Secretary thanked the group from Southern Baptist for their volunteer work for the flood victims.

William Lawhead motion to approve the list of bills in the amount of 166,026.91, Randy Powell second. Motion carried.

 

Dan Kitchen from Kerr Addition area asked when the ditches in that area and berms were going to be taken care of. The Secretary explained to him that the Roadmaster did have it in his schedule to do the work in that area before the storm event. Once they are completed with the clean up from the storm he will get to that area and plans to berm the road and clean the ditches.

Mr. Naddeo prepared a Resolution pertaining to the Police Department. The Lawrence Township Police Department has been in existence for over 50 years but the Resolution or Ordinance to establish the department could not be located. Therefore this Resolution is to confirm, ratify, create and otherwise establish a Police Force for Lawrence Township. Randy Powell motion to approve Resolution #2016-04, William Lawhead second. Motion carried.

 

No other business to come before the Board.
