Vice Chairman Daniel Mitchell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

 

Present: Secretary Barbara Shaffner, Roadmaster Ronald Woodling, Solicitor James Naddeo, Jeff Corcino, Wendy Brion.

 

Comments from the audience: None.

 

William Lawhead motion to approve the minutes of the June 22nd, 2016 meeting as written, Randy Powell second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report:

Solicitor Naddeo asked if the supervisors reviewed the Resolution to adopt a policy for maintaining alleys. The Supervisors did review and everything was what they felt was necessary and helpful for future maintenance. William Lawhead motion to approve Resolution #2016-05, Randy Powell second. Motion carried.

The Solicitor also prepared a Resolution pertaining to Volunteer Firefighters not operating equipment if they are disabled either permanently or temporarily. It was also discussed about anyone with a disability riding in equipment for parades. The Solicitor advised the supervisors that they should not implement a policy to keep disabled from riding in a unit. If there is a way to accommodate the individual to get them into the unit without endangering any of the personal or the individual then they should do so. Federal Law would require the township to accommodate an individual with a disability. Randy Powell motion to approve Resolution #2016-06, William Lawhead second. Motion carried.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer: No Report.

 

Roadmaster’s Report:Roadmaster Woodling updated the supervisors pertaining to the cleanup from the flood damage. Everything is just about cleaned up. Boyce Street may need touched up and some paving done.

 

The Roadmaster received quotes to Tar & Chip from Jefferson Paving. One quote would be a Double Seal Coat of MC-70 at 6,451.92 and the other one is for a Triple Seal Coat of MC-70 at 9,517.20. William Lawhead motion to approve the MC-70 Double Seal Coat at 6,451.92 pending verification from the Roadmaster with Jefferson paving of the price and work to be done, Randy Powell second. Motion carried.

Secretary/Treasurer’s Report: The Secretary/Treasurer asked permission to transfer funds from the Act 13 Savings Account to the General Fund for the 2nd Quarter Part Time Police Expenses in the amount of $41,286.26, William Lawhead motion to approve the transfer of funds, Randy Powell second. Motion carried.

 

The Secretary/Treasurer reported that the township received their Act 13 allocation in the amount of $350,204.47.

The township also received the final reimbursement payment for the Dirt and Gravel Road Project in the amount of $25,229.37.

 

The Secretary/Treasurer also asked permission to prepare the 2nd Quarter drawdown of funds for the MON 30 and MON 71 Montgomery Run Grants and authorize the chairman to sign the forms, also to authorize the chairman to sign an extension letter for MON 71. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

Supervisor Lawhead explained that both of these grants attempts to clean up old mine drainage into Montgomery Run.

 

The Secretary had reviewed with the supervisors and Solicitor an Ordinance that pertained to a fee for Eating & Drinking establishments. She explained that it had not been enforced and asked if they wanted to consider abolishing the Ordinance. William Lawhead motion to rescind Ordinance #2003-04, Randy Powell second. Motion carried.

Randy Powell: No Report.

 

Randy Powell motion to pay the list of bills in the amount of $24,878.52, Daniel Mitchell second. Motion carried.

The Roadmaster asked the supervisors if they would consider donating or selling the old Boom Mower attachment that was off the mower that was replaced when the township purchased the new mower to Ferguson Township. William Lawhead motion to donate the Boom to Ferguson Township, Randy Powell second. Motion carried.

 

No other business to come before the Board.
