Regular Monthly Meeting Lawrence Township Board of Supervisors
July 19th, 2016
7:00 P.M.

Chairman Randy Powell called the meeting to order,


Pledge of Allegiance to the Flag.


Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitors James Naddeo & Linda Lewis, Willie Yost, Amanda Thompson, Jeff Corcino, Wendy Brion.


William Lawhead motion to approve the minutes of the July 5th, 2016 meeting as written, Daniel Mitchell second. Motion carried.


Engineer’s Report: No Report.


Police Report: No Report.


Solicitor’s Report: Mr. Naddeo is preparing the Ordinance to abolish Ordinance #2003-04 and will have it ready for the next township meeting.


Recreational Park Board: The Secretary thanked the Roadcrew for their assistance in helping her to clean up the flowerbeds at the Rec Park and putting down new mulch. They also did repairs to the flagpole and the scoreboard.


Code Enforcement Officer:The Code Officer presented a three lot Subdivision for the Boron Property located on Mill Road and SR 322. It was approved by the Planning Commission but was discussed about the HOP from the State for access to the property off SR 322. When the property is sold the new owner will take care of the necessary access to the property. William Lawhead motion to approve the Boron Subdivision, Randy Powell second. Motion carried.


The Code Officer also presented a three lot Subdivision for Barton Thompson located off Village Road. Randy Powell motion to approve the Thompson Subdivision, Daniel Mitchell second. Motion carried.


The Code Officer let the public know that Stiffler McGraw would be conducting Smoke Test in the Country Club area and gave them a list of streets. Letters have been sent out to residents and signs posted on all streets effected.


Roadmaster’s Report:Ronald Woodlng presented information he received from a meeting he attended at Goshen Township pertaining to Elk Hunting. The Game Commission presented information about the townships being able to require permits to hunt the Elk and a possible fine if they did not have a permit. More information is needed before the supervisors can determine if they want to participate with other townships in the area. Goshen Township secretary is willing to issue the permits for all the townships involved with a small percent going to Goshen Township and the remaining to the township they would be hunting Elk in. The Secretary is to get more information before the next township meeting.

The Roadmaster reported that all the areas affected by the Storm in June have been cleaned up except he plans to go back to Boyce Street and do more work on the road. The mowing is coming along but there is still a lot more to do. The Roadcrew continues to do ditch and berm work.

Jefferson Paving is scheduled to do the project on Pifer Road on July 29th, 2016.


He also reported that there will be a Demo for a Gradall on Thursday morning at 7:00 AM.


The Roadmaster spoke with RES Coal and they are done with stripping off of Baney Road and will be Tar & Chipping the road.


The Roadmaster also presented information and quotes he received for a Mower for Building Maintenance. He received quotes from Shugarts Lawn & Garden and Carns Equipment. The supervisors reviewed the type of equipment and the prices. Randy Powell motion to purchase the Challenger with a 52” Deck from Shugarts Lawn and Garden at the price of $5,847.00, Daniel Mitchell second. Motion carried.


Secretary/Treasurer’s Report: The Secretary presented the Treasurer’s Report for the month of June for the supervisors review. She also presented a Budget v. Actual for the first six months of 2016 so they are able to see where the township is at with income and expenses to date.


The Secretary asked permission to submit paperwork for a drawdown of CDBG Funds in the amount of $1,924.20 and authorize the chairman to sign the forms. William Lawhead motion to approve the drawdown of CDBG Funds and authorize the chairman to sign the forms, Daniel Mitchell second. Motion carried.


The Secretary presented a request from Ronald Boron for the supervisors to consider changing the zoning on Lot 2 of his Subdivision from Village to Commercial Highway. The supervisors will set up a work session with the Planning Commission and Zoning Hearing Board to review the request and other possible changes.


The Secretary reported that the Flegal Road Bridge Project was put out to bid with the bids to be opened at the township meeting on August 2nd, 2016. She missed presenting it to the supervisors at the last meeting and asked for their approval retroactive to the date of posting. Randy Powell motion to approve, William Lawhead second. Motion carried.


The Secretary presented information to the supervisors pertaining to the Sanitary Sewer Loans and the Sewer rate. One of the Pennvest Loans will increase in October by 1,200.00 per month and the township will need the additional funds to cover the increase and other possible expenses that may arise. Stiffler McGraw calculated the amount and recommended the township increase the rate by .25 cent per thousand gallon. William Lawhead motion to increase the Sewer Surcharge by .25 cents per thousand gallon, Randy Powell second. Motion carried.


The Secretary also reported that Barry Mayes from North Central contacted her and he has been working at getting the township some funds to assist with the purchase of the new Radios that the township recently purchased for the Roadcrew Department. He was finally able to get an approval for funds in the amount of $2,655.59.

Supervisor’s Report:

Daniel Mitchell: No Report.



William Lawhead asked the Roadmaster when the Paving Project would be getting started and if the crew is doing dust control. Roadmaster Woodling reported that the paving project is to start the first of August and they have been doing dust control. He also asked if the State is replacing the arrows, etc that were recently removed when the state resurfaced the road at the Hyde Bridge and the township just put down new markings. Roadmaster Woodling did already speak with them and they will put down the same as what the township did.


William Lawhead motion to pay the list of bills in the amount of $116,285.92, Daniel Mitchell second. Motion carried.


No other business to come before the board.
