Chairman Randy Powell called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitors James Naddeo & Linda Lewis, Nannette Renchen, Amanda Thompson, Jeff Corcino, Wendy Brion.


William Lawhead motion to approve the minutes of the August 2nd, 2016 meeting as written, Randy Powell second. Motion carried.


Engineer’s Report: No Report.


Police Report: No Report.


Solicitor’s Report: The Secretary sent an inquiry to the Solicitor pertaining to the Sewer Surcharge increase and the Resolution that the supervisors approved at their July 19th, 2016 meeting and asked him if there was a waiting period from the date of approval to the effective date. The Solicitor explained that it is the same date of adoption that it would take effect.


Recreational Park Board: No Report.


Code Enforcement Officer Report: Code Officer Debra Finkbeiner announced that Clearfield County Commissioners along with the Clearfield County Department of Emergency Services and the Pa. Department of Conservation and Natural Resources have lifted the Burn Ban for Clearfield County effective Tuesday August 16th, 2016. The rainfall over the last week has reduced the potential for wildfires throughout the County. Small pockets of dry vegetation continue to exist and residents are asked to use caution and obtain necessary permissions when conducting open burning. She also reminded residents that they can take their yard debris to the township Compost Site.


The Code Officer presented the Conditional Use for Timbering submitted by Pinchey Services LLC for Timbering in an R-A District for a tract of land with approximately 10 acres located on Mount Joy Road owned by Kelly McCracken and Danny Johnson. The one concern that the Lawrence Township Planning Commission had is because the roads they will be hauling on are State Roads but also Bus Routes and asked if the supervisors could limit the hours of hauling. William Lawhead motion to approve the Conditional Use for Timbering by Pinchy Services LLC on Mt Joy Road with No Hauling before 8:30 A.M. or after 2:00 P.M. Monday thru Friday, they must also have truck crossing signs put up every 300 ft., Randy Powell second. Motion carried.

The Code Officer reminded property owners to contact the township office before doing Timbering of any kind to get the necessary approval and permits.

Roadmasters Report: Roadmaster Ron Woodling reported that HRI is coming in this week to review the roads to start the paving project. At this point he did not have an exact date the paving would start.


The Roadmaster had a concern with drainage on Turnpike Avenue near Nelson Road and was not sure how to handle the problem. Supervisor Lawhead let him know he would come in this week and go look at the area with the Roadmaster.


The Roadmaster also reported that the Gym Set has been installed at the Recreational Park and can be used, they still have to install the timbers around the edges.


Secretary/Treasurer’s Report:The Treasurer’s Report for the month of July was submitted for the Supervisors review.


The Secretary reported that the Auditor General’s office finished the audits of the Pension Plans with No Findings and some minor observations that she could review with the supervisors.


The Township received a letter from Mason Law Office on behalf of Bald Eagle Fuel and Tire, Inc. requesting a transfer of a liquor license from Clearfield Borough to Lawrence Township. The Supervisors are required to hold a Public Hearing for this request. The Supervisors set the date for September 6th, 2016 at 6:30 P.M.


The Secretary also reported that the Flegal Road Bridge Project bids that were opened at the last meeting were reviewed by Stiffler McGraw and everything was in order for the bid from BCS Construction Inc. The Notice to Proceed was signed by the Chairman and forwarded to Stiffler McGraw so the project can proceed.


The Secretary also reported that Lisa Kovalick from Clearfield County contacted her with dates for the required CDBG Public Hearings, with September 6th, 2016 @ 6:45 P.M. and October 18th, 2016 @ 6:45 P.M.


Supervisor’s Report:

Daniel Mitchell: No Report.


William Lawhead motion to request proposals for Tree trimming on Riverview Road from Fullerton Street/Hyde Bridge to Guelich Avenue and a section of Coal Hill Road, Randy Powell second. Motion carried.


Supervisor Lawhead also announced that Townsend Tree Service would be conducting trimming of trees and brush on the power line at the township Recreational Park and in other power lines located in the township.

Daniel Mitchell motion to pay the list of bills in the amount of $106,152.55, William Lawhead second. Motion carried.

No other business to come before the Board.

William Lawhead motion to adjourn, Daniel Mitchell second.
