Chairman Randy Powell called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor Linda Lewis, Kim Finnigan, Amanda Thompson, Jeff Corcino, Shaw Public Library-Jodi Addleman, Jayme Stonbraker, Kevin Stibitz.


Comments from the audience: Jodi Addleman and Kevin Stibitz from the Shaw Public Library presented information on what the Library has available to the public.


William Lawhead motion to approve the minutes of the September 6th, 2016 meeting as written, Daniel Mitchell second. Motion carried.


Engineer’s Report: No Report.


Police Report: No Report.


Solicitor’s Report: No Report.


Recreational Park Board: Secretary Barbara Shaffner presented information from the Recreational Park Board for a fund raiser they would like to do and is asking for the Board of Supervisors approval. Buck’s Pizza will donate 20% of the pre-tax check sales on October 3rd, 4th and 5th, 2016 when the customer presents the flyer for the fund raiser. William Lawhead motion to approve the Buck’s Pizza Fund Raiser, Randy Powell second. Motion carried.


Code Enforcement Officer: No Report.


Roadmaster’s Report: Roadmaster Woodling reported that he did speak with the representative from Penndot regarding the updates they plan to do on SR 322 from the Woodland Road intersection to Daisy Street Signal, with adding pedestrian crossing lights. He is to set up a meeting with Penndot and the Supervisors to review the project.


Roadmaster Woodling asked for an Executive Session for a Personnel Issue.


Roadmaster Woodling prepared a Dirt & Gravel Road Project Grant Application for 104 Cavalry Road in the amount of 13,508.22, with 9,190.00 grant funds requested and 4,318.22 being In-Kind and asked for the supervisor’s approval. Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for the supervisor’s review.


The Secretary presented a letter of interest from Kevin Wisor, Sr asking to be appointed to the Recreational Park Board for the unexpired term of March 18th, 2017. Randy Powell motion to approve the appointment of Kevin Wisor, Sr. to the Recreational Park Board with the unexpired term to run until March 18th, 2017, Daniel Mitchell second. Motion carried.


The Secretary asked the supervisors if they wanted to set Trick or Treat night to be the same as Clearfield Borough. They plan for October 31st, 2016 from 6:00 PM-8:00 PM. The Supervisors agreed to set it for the same night as Clearfield Borough.


The Secretary asked the supervisors if they wanted to make any changes to the Recycling Schedule. It currently is once a week with pick-up in two areas twice a month. The income from the materials in usually under 10.00 per week and we realize it is a service to the community that the township is willing to do but with all the more that is being picked up we can change to schedule to once a month in each area. All supervisors agreed and asked the Secretary to talk with the Recycling crew and get a schedule that works for them.


The Secretary presented the 2017 MMO for the Pension Plans that was prepared by Mockenhaupt Benefits Group.

General Employees Pension Plan MMO for 2017                 29,115.00

Police Pension Plan MMO for 2017                                       181,847.00 (actually is 2,550.00 less than 2016)

The Supervisors can approve, at the 2017 Budget meetings, to increase the Police Plan MMO to a higher amount if they wish to help the underfunded plan.


The Secretary presented recommendations from the Township Safety Committee for updates to the township buildings. They recommend installing Steel Doors between the office area and the garage to eliminate smells from the trucks running and cold weather from the garage doors being open. She also presented a drawing of the Police Department office area to make the front door Handicap accessible but also more secure. The supervisors agreed with the recommendations and Supervisor Powell will get estimates from contractors for the upgrades.

Randy Powell motion to approve the purchase of a 2013 Ford F150 Pick up from Curwensville Borough for the Police Department in the amount of 20,000.00, Daniel Mitchell second. Motion carried.


William Lawhead motion to pay the list of bills in the amount of $129,850.44, Daniel Mitchell second. Motion carried.
