Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor’s Linda Lewis and James Naddeo, Ed Zwolski, William Holt, Dave Fox, Eric Fox, Mark Kennedy, Noah w/Greenchain, Jeff Corcino, Amanda Thompson, Wendy Brion.

 

Comments from the audience: Dave Fox asked if the supervisor would help him and wave some fees for Timbering. He purchased a piece of property which has some paperwood on it but he would not get enough out of selling the wood with paying all the Timbering Fees and Conditional Use Hearing that is required. Solicitor Naddeo explained that the supervisors would not be able to make any exceptions because it is under their codes for the Conditional Use and Timbering Permits. The Code Officer did speak with Mr. Fox and explained that he could possibly do a Land development, which he intends on doing anyhow, and go that route with his project.

 

William Lawhead motion to approve the minutes of the September 20th, 2016 meeting as written, Randy Powell second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report:No Report.

 

Solicitor’s Report: Solicitor Naddeo explained that the PLCB denied the Resolution for the Liquor License transfer because of wording. Mr. Naddeo made the required changes and presented the amended Resolution for the supervisor’s approval. William Lawhead motion to approve the Amended Resolution for the Liquor License transfer, Randy Powell second. Motion carried.

 

Recreational Park Board: Supervisor Powell presented a quote from PA State SOD for maintenance at the Recreational Park on the Ballfield in the amount of 1,550.00. William Lawhead motion to approve the quote from PA State SOD, Randy Powell second. Motion carried.

 

Code Enforcement Officer: The Code Officer presented the request from Greenchain Enterprise, LLC for timbering at 852 Larson Road, property owned by Kyle Smith, approximately 11.9 acres. They will haul on a private Road which is Larson Road then onto township roads Scribber and Bloom Road. The township Planning Commission reviewed and approved contingent on outstanding documents being signed, awaiting receipt of Road Bonds, Excess Maintenance Agreement to be signed and receipt of applicable fees prior to commencing work. William Lawhead motion to approve Timbering Application by Greenchain condition upon receipt of Bonds for Roads, Randy Powel second. Motion carried.

Roadmaster’s Report: Roadmaster Woodling presented quotes for Tree Trimming and Skylighting on Riverview Road and continuing onto Gulich Avenue to the Clearfield Borough line. Also included with the quote is for Tree Trimming an area of Coal Hill Road.

The Roadmaster presented the Leaf Pickup Schedule for 2016 with tentative starting date of October 17th, 2016 thru November 18th, 2016.

 

Secretary/Treasurer’s Report: The township received the 2016 Pension Plans Allocation from the Commonwealth of PA in the amount of 109,366.15, which was direct deposited into the Townships General Fund. I ask permission to write a check from the General Fund to the Police Pension Plan for their 2016 MMO. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary also asked permission to write a check from the General Fund to the Police Pension Plan in the amount of 75,030.85 to meet the remainder of the 2016 Police Pension Plan MMO which is 184, 397.00. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary reported that the township also received the 2016 Fire Relief funds in the amount of 40,580.31, which were direct deposited into the General Fund. I ask permission to write a check in that amount to the Lawrence Township Fire Relief Association. William Lawhead motion to approve, Randy Powell second. Motion carried.

 

The Secretary explained that for the Flegal Road Bridge Project funds from Clearfield County the township is allowed to submit expenses for reimbursement even though the project is not complete. The township has 18,525.50 to date in Engineering expenses that she would like to submit for reimbursement to Clearfield County under the grant the township received for the bridge project and authorize the chairman to sign the documents. William Lawhead motion to accept bid from Bucktail Excavators for the 1,200 Ton (more or less) (AS2) Anti Skid in the amount of 16.22 Ton and the 2,000 Ton (more or less) 67 Limestone from Woodland Equipment & Supply in the amount of 15.56 Ton, Randy Powell second. Motion carried.

 

The Secretary presented a request for a Sanitary Sewer Exoneration from RES Coal located at 51 Airport Rd. Supervisor Lawhead asked if the location was within the footage of requirement to connect to the Sanitary Sewer. The office staff is to look into the issue before the supervisors approve.

 

The Secretary presented a quote from James Hoyt Plumbing in the amount of 1,620.00 to do the repairs for the issues from the Smoke Test that Stiffler McGraw indicated were the townships responsibility to repair. William Lawhead motion to approve the estimate and approve Hoyt Plumbing doing the repairs, Randy Powell second. Motion carried.

 

The Secretary presented paperwork from the Police Department that requires the Chairman’s and the Secretary’s signature for a Buckle Up Grant Agreement Extension thru September 30th, 2017. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary was contacted by Rick from Progressive Specialty Glass about the Lease Agreement. They would like to renew based upon the month by month for up to 2 additional years. William Lawhead motion to approve the Lease Agreement, Daniel Mitchell second. Motion carried.

 

The Secretary explained that Supervisor Lawhead suggested that she attend a seminar being held by PSATS for Human Resources & Labor Management Institute and would be held at their office in Enola PA. William Lawhead motion to approve the Secretary attending the training, Randy Powell second. Motion carried.

 

The Secretary also asked permission to attend the Secretary Roundtable that is scheduled for  October 19th, 2016 in Goshen Twp. All supervisors agreed she could attend as in the past.

 

The Secretary reported that she started working on the 2017 Budget but still needs more information from the Insurance Agencies etc before she can do a lot of work on it or start having Budget meetings. Hopefully we can set some dates at the next township meeting.

 

The Secretary spoke with the two employees that do the recycling for the township and they are fine with the pick up just on the 1st and 3rd Thursdays of each month. She presented the new Recycling Schedule and will have it posted.

 

The Secretary reminded the supervisors that there is a CDBG Public Meeting on October 18th, 2016 at 6:45 P.M. before the regular township meeting.

William Lawhead presented a draft Joint Agreement between Clearfield Borough and Lawrence Township and made a motion to present a copy to the Solicitor for his review, Randy Powell second. Motion carried.

 

William Lawhead motion to approve the quote from Arbor Pro for Tree Trimming in the amount of 8,500.00 on Riverview Road and Gulich Avenue to the Clearfield Borough line, Randy Powell second. Motion carried.

 

Randy Powell motion to approve quote from Full Throttle in the amount of 1,600.00 to letter the Police Department Truck that was recently purchased, Daniel Mitchell second. Motion carried.
