Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor’s James Naddeo and Linda Lewis, Kenneth Duckett, Jeff Corcino, Wendy Brion.

 

Comments from the audience: None.

 

William Lawhead motion to approve the minutes of the October 4th, 2016 meeting as written, Randy Powell second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: Stats for the month of September were submitted for review.

 

Solicitor’s Report: Mr. Naddeo asked for an Executive Session for Personnel.

 

Solicitor Naddeo was contacted by the Code Enforcement Officer regarding and application for a Pet Cemetery in a Rural Agriculture area. Mr. Naddeo felt that the township zoning does allow under Special Exception for this use but it would need to go before the Zoning Hearing Board for the Special Exception. The Pet Cemetery would also be regulated by the state.

 

Recreational Park Board: The Secretary presented a concern from the Rec Park Board regarding individuals bringing their pets to the park and taking them on the fields and not cleaning up after them. The Secretary is to order bags again for pet refuse disposal and look into the current regulations for pets on the ball fields. Randy Powell motion to approve posting signs for no pets on the ballfields, William Lawhead second. Motion carried.

 

The Secretary also reported that the new picnic tables have been delivered to the Rec Park. She asked the supervisors what they wanted done with the old ones as some of them are still in good shape or may just need a board or two replaced. The Secretary is to contact the Glen Richey Fire Company to see if they would like a few for their park and then contact other municipalities to see if any of them would like tables for their parks.

 

Code Enforcement Officer: The Code Officer let the supervisors know that the Special Exception that goes before the Zoning Hearing Board is scheduled for October 24th, 2016 @ 6:30 P.M.

The Code Officer reported that the items from the recent smoke test that were the township’s responsibility to repair were completed by James Hoyt Plumbing.

 

The Code Officer also reported that the Clearfield County Solid Waste has scheduled a Tentative Date of March 24th, 2017 for Electronics drop off but you must be preregistered.

 

Roadmaster’s Report: Ron Woodling updated the supervisors on Pump Station #9 and that the manhole at Wolf Run was cleaned up. They also had two sewer backups that they had calls on.

 

Secretary/Treasurer’s Report: Treasurer’s Report for the month of September was submitted for the supervisor’s review.

 

The Secretary let the supervisors know that there are workshops at the Clearfield County Department of Emergency Services pertaining to Hazard Mitigation scheduled for October 25th, 2016 with one from 2-4 PM and the other 6-8 PM. The supervisors gave her the times that they would be available so she could get them registered.

 

The Secretary prepared two drawdown of funds from CDBG in the amount of 175.00 and 2,536.10 and asked for approval for the drawdowns and authorize the chairman to sign the forms. William Lawhead motion to approve, Randy Powell second. Motion carried.

 

The Secretary presented a Sewer Exoneration for RES Coal that was submitted at the previous meeting but was tabled for more information. The building is more than 649’ from the sewer line. William Lawhead motion to approve the Sewer Exoneration, Daniel Mitchell second. Motion carried.

 

The Secretary/Treasurer asked permission to transfer 165,000.00 from the TAN Savings Account to the General Fund to pay for the balance of the paving project to HRI. Randy Powell motion to approve the transfer of funds, William Lawhead second. Motion carried.

 

The Secretary reported the items that the township is selling on Municibid and all the items were put on the site. 1973 Kaiser Wrecker, 2004 Ford Expedition, Cub Cadet Mower, Bolens Mower.

 

The Secretary asked the supervisors to schedule budget workshop meetings. The dates were set for Monday October 24th, 2016 and Wednesday November 2nd, 2016 at 6:00 PM.

 

Supervisor’s Report:

Daniel Mitchell: No Report.

 

William Lawhead: Supervisor Lawhead asked the office staff if the winter hours for the code officer have been scheduled for the change next week. The Code Officer will take Mondays as her day off.

 

Randy Powell: Supervisor Powell presented an Agility Agreement with Penndot District 2-0 that Penndot would paint the lines on Bud George Blvd and Industrial Park Road if in exchange the township would provide services to sweep their parking lot in the spring of 2017 and 2018. William Lawhead motion to approve the Resolution to approve the Agility Agreement with Penndot, Randy Powell second. Motion carried.

Solicitor Naddeo recommended the supervisors make a motion to accept and authorize the Insurance Agent to switch the UPMC Health Insurance Plan, which increased this year by 46%, to the plan recommended by the agent and further recommend that they include in the resolution the payment of any increase in copays for family, employee and spouse, employee and children be in the amount of 1,000.00 or individual plan of 500.00 as we have been paying in the past. William Lawhead motion to approve, Randy Powell second. Motion carried.
