Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Randy Powell and Daniel Mitchell both present and William Lawhead absent.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor’s James Naddeo & Linda Lewis, Wendy Brion.

 

Comments from the audience: None.

 

Randy Powell motion to approve the minutes of the November 1st, 2016 meeting as written, Daniel Mitchell second. Motion carried.

 

Engineer’s Report: No Report.

 

Police Report: No Report.

 

Solicitor’s Report: Mr. Naddeo proposed a few changes for the Charter for the possible consolidation between Clearfield Borough and Lawrence Township and all parties agreed with the changes.

Mr. Naddeo received the side letters for the union contracts pertaining to the Health Insurance changes and gave the Secretary copies for her files.

 

Recreational Park Board: No Report.

 

Code Enforcement Officer: Ms. Finkbeiner presented the Lot Consolidation for Penn Highlands from 3 lots to 1 lot on River Road.

The Code Officer reminded residents that all Electrical work must be approved by the Inspection Agency.

 

Roadmasters Report: Ronald Woodling reported that the last day for Leaf Vac pick up would be Friday, November 18th, 2016 with the possibility of extending it until Monday, weather permitting. They need to get the trucks ready for winter before the Thanksgiving Holiday. They will continue to pick up bagged leaves and asked residents to call when they have them ready.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of October was submitted for the supervisor’s review.

The Secretary had previously reported that when the Audit was done for the Pension Plans there was a finding for the Police Plan for not adding a new employee into the AG-385 Report, therefore the township did not receive the total allocation that they are eligible for from the state. Once the audit was completed the state sent the township the underpayment funds in the amount of 7,842.00. This was from the 2015 reporting year. Even though the township has already paid the required MMO into the Police Pension Plan it is recommended that the township also put these funds into the Police Pension Plan and this may help offset future Police Plan MMO’s from increasing. Randy Powell motion to transfer the funds in the amount of 7,842.00 from the General Fund to the Police Pension Plan, Daniel Mitchell second. Motion carried.

The township received the Dirt and Gravel Road Agreement which requires the chairman’s signature. Randy Powell motion to approve the chairman to sign the agreement, Daniel Mitchell second. Motion carried.

The Secretary asked for approval to submit the quarterly reports for the Montgomery Run Grants:

Randy Powell motion to approve the 2017 Tentative Budget and advertise the budget, Daniel Mitchell second. Motion carried.

 

The township received a request from Clearfield EMS asking the township to include their volunteers on the townships Workers Compensation coverage. It was explained that under Pennsylvania Workers Compensation Insurance the local municipality is responsible to cover EMS Volunteers and the Clearfield EMS is in Lawrence Township. The townships Insurance Agent presented an amount of 2,744.00 to add on the additional coverage. Presently EMS only has 2 volunteers on staff. Randy Powell motion to approve adding the EMS volunteers to the townships Workers Compensation coverage but the Secretary is to contact our agent about the rate to see if it is the same even though there are only two volunteers, Daniel Mitchell second. Motion carried.

 

Supervisor’s Report:

Daniel Mitchell: No Report.

 

Randy Powell reported that there is a company that would like to find a Non-Profit that wants to collect newspapers and will pay them and will pick up the newspapers from them. He has already located a place to store the newspapers.

 

Randy Powell motion to pay the list of bills in the amount of 72,121.40, Daniel Mitchell second. Motion carried.
