Chairman Randy Powell called the meeting to order.

 

Daniel Mitchell motion to appoint Randy Powell as the temporary Chairman, William Lawhead second. Motion carried.

Daniel Mitchell motion to appoint Randy Powell as Chairman for 2017, William Lawhead second. Motion carried.

Randy Powell motion to appoint William Lawhead as the Vice Chairman for 2017, Daniel Mitchell second. Motion carried.

 

Randy Powell motion to reappoint Barbara Shaffner as the Secretary/Treasurer for 2017 and set wages at 18.10 hr with meeting pay at 50.00 per meeting and benefits to be the same as the roadcrew, also as the Assistant Code/Zoning Officer. Also must have permission from two supervisors for any overtime hours, Daniel Mitchell second. William Lawhead nay. (This was opposing the permission of 2 supervisors for overtime hours).

 

William Lawhead motion to reappoint Debra Finkbeiner as the Code/Zoning Enforcement Officer for 2017 and set wages at 13.42 hr and meeting pay at 25.00 per meeting, hours were set as Winter Hours with Mondays off, Tuesdays 10:00 AM-6:00 PM, Wednesday thru Friday 8:30 AM-4:30 PM, summer hours would change as Monday 8:30 AM-4:30 PM and Fridays off, Randy Powell second. Supervisor Powell would like to address the hours for summer at a later time to review possible Saturday hours.

 

Randy Powell motion to not reappoint Agatha Lauder-English as a Consultant to the Code/Zoning Officer or Secretary. Daniel Mitchell second. Motion carried.

 

Randy Powell motion to retain Zachary Lawhead as Maintenance Personnel and set wages at 10.20 hr, Daniel Mitchell second. William Lawhead abstained.

 

Daniel Mitchell motion to reappoint James Naddeo as Township Solicitor for 2017 with the retainer to remain at 1,400.00 per month, Randy Powell second. Motion carried.

 

William Lawhead motion to reappoint Mark Brooks as Police Chief for 2017 as per contract, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to appoint Daniel Mitchell as the Police Liaison for 2017, Randy Powell second. Motion carried.

 

William Lawhead motion to reappoint Ronald Woodling as the Roadmaster for 2017 and set wages at 20.00 per hour and meeting pay at 25.00 per meeting, Randy Powell second. Motion carried.

William Lawhead motion to reappoint Heather Olson as the Receptionist for the Police Department for 2017 and set wages at 11.00 hr, Randy Powell second. Motion carried.

 

Randy Powell motion to set Fulltime Seasonal Employees wages for 2017 at 14.40 hr, William Lawhead second. Motion carried.

 

William Lawhead motion to reappoint Carmen Barba and Howard Hunt as the Recycling Personnel and set wages at 10.20 hr, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to retain County National Bank as Trustee for the General Employees Pension Plan and Police Pension Plan for 2017, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to reappoint the Secretary as Chief Administrative Officer for the General Employees Pension Plan and Police Pension Plan for 2017, Randy Powell second. Motion carried.

 

William Lawhead motion to reappoint Kelly McCracken as the Township Tax Collector for 2017 and set commission at 3%, Daniel Mitchell second. Motion carried.

 

Randy Powell motion to set the Treasurer’s Bond at 2.0 million for 2017, William Lawhead second. Motion carried.

 

William Lawhead motion to reenact all taxes as follows:

Real Estate                                   18 Mills

Wage Tax                                     ½ of 1%

Local Services Tax                       $52.00 per year

Real Estate Transfer Tax           ½ of 1%

Amusement Tax                         $50.00 first machine/plus $25.00 each additional machine

Randy Powell motion to retain Pennsafe Inspection Agency as BCO & Building Inspector for 2017, William Lawhead second. Motion carried.

 

William Lawhead motion to approve attendance of proper personnel to attend conventions, seminars and classes and appoint Barbara Shaffner as the voting delegate to PSATS State Conference for 2017, Randy Powell second. Motion carried.

 

William Lawhead motion to reappoint the Secretary as the voting delegate to the Clearfield County Tax Collection Committee for 2017 and appoint Leslie Stott as the alternate, Randy Powell second. Motion carried.

 

Randy Powell motion to reappoint Paul Snyder as the Emergency Management Coordinator for 2017, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to reappoint Jack Woolridge to the Vacancy Board for 2017, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to retain Kim Kesner as Solicitor for the Zoning Hearing Board for 2017, Daniel Mitchell second. Motion carried.

 

William Lawhead motion to set the mileage reimbursement rate for 2017 at the IRS Standard, Daniel Mitchell second. Motion carried.

 

This concluded the Reorganization Meeting for 2017.

William Lawhead motion to approve the minutes of the December 20th, 2016 meeting as written, Randy Powell second. Motion carried.

 

Police Report: Sergeant James Glass presented the Stats for December 2016.

Sergeant Glass thanked the local businesses and individuals that provided food to the Officers that worked over the holidays: Bob Adams, Pete Gearhart, The Toasted Monkey, Legends Sports Bar, Presbyterian Church, Denny’s Beer Barrel Pub, Harris Cleaning and Hyde Wesleyan Church.

Sergeant Glass also thanked the Grice Family for the 3,000.00 donation to the Police Department.

He asked for an Executive Session at the end of the meeting for Personnel issue.

Engineer’s Report: No Report.

 

Solicitor’s report: No Report.

 

Code Enforcement Officer: Debra Finkbeiner presented a report for 2016:

Zoning Permits:   86

Building Permits: 101

Electrical Inspection Permits: 25

Sewer Permits:   17

Smoke Test: 88

Total Income for 2016: 43,273.02

 

Roadmasters Report: Ronald Woodling reported the roadcrew has been continuing with winter road maintenance.

Roadmaster Woodling also reported that there was an issue with the roof on the Hyde Building and caused internal water damage in several areas of the building. There is an area on the roof that two seams split. He will continue to work with the company that does the maintenance of the roof, but major work will need done in the spring.

 

Secretary/Treasurer’s Report:The Secretary presented a Resolution to approve setting the Police Pension Plan contribution for 2017 at 0%. William Lawhead motion to approve Resolution #2017-01 to set contribution to 0% for 2017, Randy Powell second. Motion carried.

 

The Secretary asked who planned to attend the PSATS State Conference so she is able to make the reservations starting on January 17th, 2017. Daniel Mitchell was the only supervisor that made a commitment at that time to attend. Supervisor Powell will let her know at a later date.

 

The Secretary presented Pay Estimate #1 in the amount of 69,475.50 and Pay Estimate #2 in the amount of 7,719.50 for the Flegal Road Bridge Project. The Pay Estimates were already reviewed and approved by Stiffler McGraw & Associates. William Lawhead motion to approve both Pay Estimates for a total of 77,195.00 payable to BCS Construction, Inc., Randy Powell second. Motion carried.

 

The Secretary also presented the Notice of Completion for the Bridge Project that needed signed by the Chairman. William Lawhead motion to approve the Chairman to sign, Randy Powell second.

 

The Secretary/Treasurer asked permission to transfer funds from the TAN Account to the General Fund in the amount of 200,000.00 to pay bills. William Lawhead motion to approve the transfer of funds, Randy Powell second. Motion carried.

 

The Secretary/Treasurer also provided the Supervisors with a Budget v/ Actual for 2016.
