Chairman Randy Powell called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code/Zoning Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitors James Naddeo & Linda Lewis, Gigi Gearhart, Jenn Zaffuto-KTH Architects, Eric Kann-Hawbaker Engineering, Amanda Thompson, Jeff Corcino.


Comments from the audience:Jenn Zaffuto from KTH Architects presented information for the Penn Highlands Q-Care that will be going in along River Road in front of Tractor Supply. She presented a display and what type of services will be available at the location. Eric Kann-Hawbaker Engineering reviewed drawings of the building and the grounds. He discussed the parking and ambulance entrance for easy access when needed. He will review the parking so it will not block ambulance access. He also reviewed the existing sewer lateral and is working with the Clearfield Municipal Authority about the water line service.


Gigi Gearhart asked Supervisor Powell if the questions that he had pertaining to the consolidation were answered. Supervisor Powell stated that no one has answered the questions yet. Ms. Gearhart asked why Supervisor Powell felt they would need to upgrade the facilities when both municipalities have adequate buildings now. Supervisor Powell felt that the cost that would occur if the consolidation takes place would be outlandish. Ms. Gearhart felt that nothing seemed as though, from the list of items, that was not something that should stop from moving forward. She felt that the committee is not going to answer everything or every question, and also that no one can know what a future council would do until it goes on the ballot, approved and possibly moves forward. Supervisor Powell said he does not agree with somethings that have already taken place and is not going to be a part of it. Supervisor Powell said that Clearfield Borough has already offered to sell their buildings to someone and has promoted a Police Officer to Assistant Chief. Clearfield Borough went years without filling the assistant chief position and alleged the borough suddenly filled the position to protect their own officers so their officers would receive the best positions in the consolidated department. Ms. Gearhart felt that it makes perfect sense to let the people decide whether to consolidate. Ms. Gearhart also asked Supervisor Mitchell if he had any comments at which he stated No Comment.


William Lawhead motion to approve the minutes of the February 7th, 2017 meeting as written, Daniel Mitchell second. Motion carried.

Recreational Park Board: No Report.


Code Enforcement Officer:Code Officer Finkbeiner presented a Preliminary/Final Land Development Plan for Clearfield Q-Care located at 1900 River Road, Parcel #123-L-7,8,9. Owner Dubois Regional Medical Center, Penn Highlands. Located in Commercial District with tract of land 2.23 acres, 5,331 sq ft Medical Office.

Stiffler McGraw and Lawrence Township Planning Committee reviewed and comment: Contingent all certificate signatures received, Engineer seal is required. Water supply to meet fire protection requirements, contact Mill Road Fire Department Chief to review. Missing property lines are to be included. CMA approval is to be provided for the water main relocations and the water and sewer connections. Penndot Highway Occupancy Permit is to be obtained for the proposed construction in the SR1001 right of way. All written approvals to be submitted to township with building permit application. The Roadmaster signed TIS form with a notation of study evaluation be performed by state.

Request for three (3) Conditional Use Hearings for Timbering:

Mike Kerr Property located on Clover Hill Road, Approximately 300 acres-March 21st, 2017 @ 6:30 P.M.


Dave Fox/Fox Land Restoration & Resource Recovery LLC located on Carbon Mine Rd & Old Erie Pike

Approximately 62.46 acres-March 21st, 2017 @ 6:40 P.M.


T Scott Lawhead/BLM Properties located on Lick Run Road-approximately 83.9 acres-March 21st, 2017 @ 6:50 P.M.

Randy Powell motion to approve Conditional Use Hearing dates, Daniel Mitchell second. Motion carried.


The Code Officer asked the supervisors to review putting into place a Chicken Ordinance.


Roadmasters Report:Roadmaster Woodling reported that there was guiderail damage done on Wolf Run Road and he received two estimates for the repairs: There was a Police Report submitted to the Secretary to Invoice the individual for the damage.

The Roadmaster reported that they will be keeping the loops the same for the left and right sides for the SR322 Project.


He also reported that the door that was damaged by Baseball at the Hyde Building that would go into the soccer area has been repaired.


The Roadcrew has been doing cold patching with the warm weather we have been having.


The Roadmaster asked for an Executive Session at the end of the meeting for Personnel issues.

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of January was submitted for the supervisor’s review.

The Secretary presented a request from the Roadcrew to return to their four (4) ten (10) hour work days starting April 3rd, 2017 from 6:00 AM-4:00 PM. On the first full week in May (being May 1st,) thru the last week in September time being changed to 5:30 AM-3:30 PM with option if agreed to by both parties to extend thru end of October as was done in previous years. William Lawhead motion to approve as requested, Randy Powell second. Motion carried.


The Secretary presented a request from Dylan Fenton and Logan Munshower to be Jr Members on the Lawrence Township Recreational Park Board. William Lawhead motion to approve the appointments to the Recreational Park Board, Randy Powell second. Motion carried.


The Secretary also presented a request from Patti Wallace for the Clearfield Alliance Christian School Booster Club to hold the Wolf Run 5k again this year on May 27th, 2017. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.


The Secretary asked permission to submit for County Aid in the amount of $10,721.13 for Winter Road Salt reimbursement. William Lawhead motion to approve submitting for County Aid in the amount of $10,721.13, Randy Powell second. Motion carried.


The Secretary presented information that the township received from the Clearfield County Solid Waste for Electronic Recycling & Household Hazardous Waste Special Collection Event that will be held on Saturday March 25th, 2017. Pre-Registration is required.


Supervisor’s Report:

Daniel Mitchell: No Report.


William Lawhead: No Report.


Randy Powell: Randy Powell motion to amend the fee schedule to include updated fees from the Clearfield County Sewage Agency, Daniel Mitchell second. Motion carried.


Randy Powell motion to accept quote from Chemung Supply for repairs to Guiderails, William Lawhead second. Motion carried.


Randy Powell announced that Police Chief Mark Brooks has submitted for his retirement effective May 31st, 2017. Randy Powell motion to advertise the Police Chief position, William Lawhead second. Motion carried.

Randy Powell motion to promote James Glass to Interim Chief effective immediately, William Lawhead second. Motion carried.


William Lawhead motion to pay the list of bills in the amount of $114,342.55, Daniel Mitchell second. Motion carried.
