Chairman Randy Powell called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbiner, Roadmaster Ronald Woodling, Interim Police Chief James Glass, Solicitor Linda Lewis, Robert Brown, Amanda Thompson, Jeff Corcino, Scott Way and Wendy Brion.


Comments from the audience: Robert Brown, a resident of Haney Development, presented a letter to the supervisors requesting that an additional Fire Hydrant be placed in Haney Development. He was informed by his Insurance Company that his home is more than 1,000’ from a Fire Hydrant and asked that another Hydrant be placed closer to his residence. The Secretary had contacted the Clearfield Municipal Authority Manager and he gave her a rough estimate of the cost to install the Hydrant. Supervisor Lawhead let Mr. Brown know that the township will get the information for the cost from Clearfield Municipal Authority before making any decision.


William Lawhead motion to approve the minutes of the March 21st, 2017 meeting as written, Randy Powell second. Motion carried.


Police Report: Interim Chief James Glass presented the Stats for the month of March for the Supervisors review.

Interim Chief Glass presented information on Raider Training that focuses on first-on-scene responders to the tactical skills necessary to operate successfully in the unique tensions of an active shooter setting. He asked to send Officer Jonathan Walker with the fee of 850.00 for the week. Once he would be trained then he can be the Instructor in that course for the Department. William Lawhead motion to approve, Randy Powell second. Motion carried.


Interim Chief Glass asked for an Executive Session for Personnel issue.


Solicitor’s Report: Solicitor Lewis presented Resolution #2017-05 authorizing the Exercise of Power of Eminent Domain and approving the Declaration of Filing for the properties for the Turnpike Avenue Project that did not sign their Easement. Randy Powell motion to approve, William Lawhead second. Motion carried.

Code Enforcement Officer: Code Officer Finkbeiner reminded residents that the township has an Ordinance in place regarding Sewer regulations both for Sanitary Sewer and On-Lot Systems and if the regulations are not followed there are fines that will be enforced.


The Code Officer also reported that there is a request pertaining to a sewage meter and what they are permitted or not permitted to do and will have to be addressed.


Roadmaster’s Report: Ronald Woodling presented a request he received from Marie Green that lives on Mill Road asking the Supervisors to put up Street Lights on Mill Road. All Supervisors agreed that if a resident wants more lighting in their area then they need to install a light outside their home and will not be installing any additional street lights.


Roadmaster Woodling presented a quote from Chemung Supply for Guide Rails for Riverview Road and Coal Hill Road areas.

Total                                                                           3,042.60

Randy Powell motion to approve Repairs to guiderails at the cost of 3,042.60, William Lawhead second. Motion carried.


The Roadmaster reported that he was contacted by Penndot that they are looking at possibly installing a Flashing Light at the Park Avenue intersection.


The Roadmaster reminded residents to use caution in Work Zone areas.


Secretary/Treasurer’s Report: The Secretary reported that the township received one letter of interest for the Zoning Hearing Board and that was from Nannette Renchen asking to be reappointed with the term to run until April 19th, 2020. Randy Powell motion to reappoint Nannette Renchen to the Zoning Hearing Board, Daniel Mitchell second. Motion carried.


The Secretary also reported that there is still an opening on the Zoning Hearing Board for an alternate and asked the supervisors if they wanted the position advertised again. She was given permission to advertise for the alternate again.


The Secretary reported that a resident at 1665 Turnpike Avenue has been paying the Sewer Surcharge to Lawrence Township since 2001 and it has been determined that their lateral goes into the Clearfield Municipal Authority sewer line. Amount of refund would be 2,936.50. William Lawhead motion to approve reimbursement in the amount of 2,936.50 to Wanda Smith, Randy Powell second. Motion carried.


The Secretary reported that the Glen Richey Fire Company submitted their upcoming list of events for 2017 and drivers list.

The Secretary reported that she was informed that the Community Development Block Grant funding is being proposed for elimination and it has been recommended that the township send letters to our US Senators and urge their support in continuing with funding for the CDBG Programs. William Lawhead motion to approve sending letters of support for continuing with the CDBG Program, Randy Powell second. Motion carried.


The Secretary opened the bids for 1,000 Ton (more or less) 2RC Limestone. Delivered to the township as needed.

William Lawhead motion to accept Bid from Woodland Equipment and Supply at 11.35 Ton, Randy Powell second. Motion carried.


The Secretary asked the supervisors to approve a CDBG drawdown in the amount of 32,995.75 and authorize the chairman to sign the form. William Lawhead motion to approve, Randy Powell second. Motion carried.


Supervisor’s Report:

Daniel Mitchell: No Report.


William Lawhead: No Report.


Randy Powell: Township received a letter from the Clearfield Elks asking for assistance from the townships Fire Police for their Hi Country Arts and Crafts Fair to be held at Elliot Park on July 9th, 2017 from 9 AM-5 PM.


Randy Powell motion to approve the list of bills in the amount of 52,553.59, Daniel Mitchell second. Motion carried.


Randy Powell motion to adjourn to Executive Session for a Personnel issue, William Lawhead second. Motion carried.
