Chairman Randy Powell called the meeting to order.


Pledge of Allegiance to the Flag.


Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.


Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Solicitor James Naddeo, Jeff Corcino, Gig Gearhart, Wendy Brion, Robert Brown.


Comments from the audience:Gigi Gearhart was following up with her previous questions regarding the possible consolidation. She had read articles in the news media and saw there is a discrepancy on how the meeting went between Supervisor Powell and the Consolidation Committee. Supervisor Powell explained that he does not feel any progress was made from that meeting. He did not understand why the committee can’t make all the decisions now and not just some of the decisions for the consolidation. Ms. Gearhart explained that the new council will be the ones making the decision. Supervisor Powell had questions regarding how the difference will be made up from when Clearfield Borough’s Real Estate taxes are cut. The committee said they will sell equipment like a Grader since they have more than one, but that will not even come close to the deficit of 280,000.00. Ms. Gearhart explained that it would be cut thru attrition. Once an employee retires they will not replace that employee. Supervisor Powell also had questions regarding the Fire Companies. Lawrence Township has three Fire Companies that presently are all given 8,500.00 per year to help cover cost of utilities, Clearfield Borough’s budget for the Fire Company is 114,000.00. Lawrence Township Fire Companies want to stay independent but won’t get the funding that Clearfield Borough Fire Companies get. He felt the funding for Fire Companies has to change and that he was not given an answer for resolve to the deficit.

Supervisor Powell stated” You wouldn’t buy a business without knowing all the facts and he won’t buy a business without knowing all the facts either”.

Ms. Gearhart asked if they resolved the issue with the Police Pension Plan deficit. The Secretary explained that they reviewed funds that they may be able to use and will wait until they pay the MMO in the fall and add the additional funds to it. Supervisor Powell explained that they hope to add 100,000.00 at that time, depending on what the township’s financial situation is at that point.

Police Report: No Report.


Solicitor’s Report: Mr. Naddeo had a request from the Glen Richey Fire Company for him to review if they are liable if someone gets hurt when getting their mail because the Post Office boxes are on the Fire Companies property and he will get with them to review and possibly they should subdivide that piece of property.


Recreational Park Board: No Report.


Code Enforcement Officer: The Code Officer requested approval for Timbering Conditional Use. The property is owned by Clyde Smith with the tract of land located at 445 Litz Road Clearfield Pa. Parcel #L08-000-00001, approximately 20.17 acres. Applicant is Patrick Carfley. The haul access road is located on T-585, Litz Road to SR 153 Krebs Highway. This zoning district is R-A Rural Agricultural. The Roadmaster is to schedule a road survey for the Road Bond. William Lawhead motion to approve the Conditional Use for Timbering for Clyde Smith, Randy Powell second. Motion carried.

The Code Officer presented the TMP-Tafco Conditional Use for Manufacturing. The property is owned by TMP Manufacturing Company, Inc. and is located at 1395 Industrial Park Road Clearfield PA. Parcel #L07-00165 and is 11.23 acres. Proposed use for Commercial building is 96,320 acres with proposed use for commercial building at 96,320 square ft, Land Development 9 acres. Zoning District is I-LS Industrial Limited Special. The Planning Commission has scheduled a Special Meeting to review the Land Development and will have everything ready for the next supervisors meeting for approval.


The Code Officer reported that the Plans and Permit Application has been submitted for the Penn Highlands Q-Care located on River Road.


The Code Officer also presented plans for a new Cell Tower for the supervisor’s review.


Roadmaster’s Report: Roadmaster Woodling has received numerous complaints of water running down Village Road from Highview Road because a property owner is putting their water into the ditch but on the lower end of Highview Road there is no longer an open ditch which causes the water to run onto the road. He would like to consider making an open ditch along Highview Road. The supervisors asked him to get an estimate of the cost to put pipe in.

The Roadmaster also reported the roadcrew put stone down and graded 21st Street and they would be putting in a pipe on Hill Street Extension the next day. They have also been doing cold patching and will be putting in a pipe on Lewis Road.


Secretary/Treasurer’s Report: The Treasurer’s Report for the month of March was submitted for the supervisor’s review.


The Secretary/Treasurer asked permission to transfer funds in the amount of 28,792.30 from the Act 13 account to the General Fund for the 1st Quarter Part Time Police wages and FICA. William Lawhead motion to approve the transfer, Daniel Mitchell second. Motion carried.

The Secretary presented a request from the Safety Committee to purchase safety signs for Glen Richey Fire Company for when they are at scenes along the roads to assist with safety. The Secretary is to first check with Penndot to be sure they are approved signs.

The Secretary reported that she had to cancel her reservation for the PSATS State Conference and will not be able to be the voting delegate for the township. Randy Powell motion to appoint Daniel Mitchell as the voting delegate to the PSATS State Conference, William Lawhead second. Motion carried.


Supervisor’s Report: Daniel Mitchell motion to hire Craig Kanour II and Eric Routch as Part Time Officer as needed, Randy Powell second. Motion carried.


William Lawhead: No Report.


Randy Powell: Supervisor Powell asked if the other supervisors knew what the property lines are at the Compost Site? Neither Supervisor knew for sure where the lines are. Supervisor Powell would like to have the property surveyed. Randy Powell motion for the Secretary to get quotes for the property to be surveyed, William Lawhead second. Motion carried.

Supervisor Powell would like to proceed with getting estimates to have the roof repaired on the Hyde Building. Roadmaster Woodling reported that he has an appointment on Thursday with the present roof contractor to look at the roof and review what the township needs done so they have something to go by to put the project out for bid. Supervisor Powell will plan on being at the meeting and review the project with them.

Supervisor Powell requested that the Roadmaster remove the dirt in the back lot of the township building. Roadmaster Woodling explained that he intends on leveling it off for future plans he has for that area. Supervisor Powell asked him to try and get it done so it doesn’t look so bad around the building.


Supervisor Powell asked Supervisor Lawhead if the township can put a gate up at the cul-de-sac off Industrial Park Road near Bud George Blvd. They are finding a lot of garbage being dumped in that location. Supervisor Lawhead explained that if it is on Liquid Fuels then it cannot be gated off. The Secretary is to check with Penndot to inquire if it is on Liquid Fuels or not.


Marty Neeper-Fire Chief @ Hyde Fire Company presented information for a piece of equipment. They had previously looked at specs for a new Engine but the price was very high. They are now considering selling the Tower Apparatus, which they can get between 300,000.00 to 350,000.00 and looking at purchasing a 100 ft Quint truck that will have a water hose, pump, tank, aerial apparatus and ground ladder. This piece of equipment would cost between 100,000.00 to 150,000.00. They would like to also consider purchasing a new tanker at approximately 300,000.00. They are to get quotes for the next township meeting.


The Secretary contacted John Williams at the Clearfield Municipal Authority about a request from a township resident for the township to install an additional Fire Hydrant at Neeper Road and Haney Street and she was told it would not cost the township anything to have it installed. The only fee the township would pay is the quarterly fee for the additional Hydrant. Randy Powell motion to approve installing a new Fire hydrant in the Haney Development area near the corner of Neeper Road and Haney Street, William Lawhead second. Motion carried.


William Lawhead motion to pay the list of bills in the amount of 122,059.73, Daniel Mitchell second. Motion carried.


Randy Powell motion to adjourn to Executive Session for Personnel Issue, William Lawhead second.
