Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of Supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Police Chief Douglas Clark, Solicitors James Naddeo & Linda Lewis, Amanda Thompson, Kim Finnigan, Norma and Bill Long, Jon Hawk, Rich Johnson, Jayme Stonbraker, Michael Bookhamer, Kevin Stibitz.

 

Kevin Stibitz, Michael Bookhamer and Jayme Stonbraker representing the Joseph & Elizabeth Shaw Public Library presented information to the supervisors of programs at the Library and how beneficial the Library is to the residents of the township. They also thanked the supervisors for their yearly donation to the Library.

 

William Lawhead motion to approve the minutes of the September 5th, 2017 meeting as written, Randy Powell second. Motion carried.

 

Police Report:Chief Clark reported that the Camera System has been installed at the Police Station and is very user friendly.

 

Chief Clark also reported that Officers Elliott Neeper and Levi Olson attended training for Field Sobriety on September 10th and 11th, 2017 and are now certified.

 

Chief Clark also reported that since Friday the department had 9 DUI arrest.

 

Chief Clark reported that there are some loose tiles in the floor at the front door entrance and asked if the roadcrew could look at replacing those tiles. The request will be given to the Roadmaster.

 

Engineer’s Report: No Report.

 

Solicitor’s Report: Solicitor Naddeo presented a Resolution for approval to amend the Fee Schedule to add Road Inspection Fee of 95.00 and Intermittent inspections of bonded roads fee of 49.50. Randy Powell motion to approve amendment, William Lawhead second. Motion carried.

 

Mr. Naddeo asked for an Executive Session for ongoing Litigation and also Personnel Issue with possible action.

 

Recreational Park Board: No Report.

Code Enforcement Officers Report:

The Code Officer presented a Conditional Use for Mining for approval. The Applicant is Swisher Contracting, Inc. The tract of land is located in Clover Hill, Re: Parcel #’s K09-000-028, K09-000-00029, Clearfield, Pa; owned by Michael & Paula Kerr. Total acreage 7.9 acres. Zoning District is R-A, Rural Agricultural. Code Officer Finkbeiner reported that the DEP Permit is in process, requested coordination with Clearfield Municipal Authority on their project in that area. William Lawhead motion to approve condition on hours of operation Monday thru Friday 6:00 AM-6:00 PM, with no weekends or holidays, Randy Powell second. Motion carried.

 

The Code Officer presented a second Conditional Use for Mining for approval. The Applicant is Swisher Contracting, Inc. The tract of land is located in Mt Joy Re: Parcel #K07-000-00059, Clearfield, Pa; owned by Ronald & Lisa Zalno 6.7 acres. Zoning District is R-A, Rural Agricultural. William Lawhead motion to approve condition on house being demolition before mining starts, with hauling hours of 8:30 AM-3:00 PM Monday thru Friday and adequate signage for truck routes, Randy Powell second. Motion carried.

 

The Code Officer also presented a Conditional Use for Timbering. The Applicant is Johnson Forestry. The tract of land is located on Baneyville Rd. Re: Parcel# K06-000-00017, Clearfield, Pa; owned by Hawk Forest, LLC. Approx 350 acres. Zoning District is R-A, Rural Agricultural. Supervisor Lawhead asked if they are using township road because the township has put alot of funds in that road. Mr. Johnson did not know yet who the timbering company would be and for sure the access route. William Lawhead motion to approve pending notification of who will be timbering, Randy Powell second. Motion carried.

 

Secretary/Treasurer’s Report: The Treasurer’s Report for the month of August was submitted for the supervisor’s review. They were also given updated copies of the Budget and expenses for 2017.

 

The Secretary received information from Clearfield Borough that they have set Trick or Treat for October 31st, 2017 from 6:00 PM-8:00 PM and asked the supervisors if they wanted to do the same. The date for Trick or Treat was set to be the same as Clearfield Borough.

 

The Secretary/Treasurer reported that the township received the County Aid for 2017 in the amount of 10,721.13, that was used to reimburse the township for Winter Road Salt.

 

The Secretary requested the Supervisors to approve advertising for Bid:

1,200 Ton (More or Less) 6S (AS2) Anti Skid Material

2,000 Ton (More or Less) 67 Limestone

Delivered to the township as needed.

William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary asked for approval to submit an IDIS drawdown for CDBG expenses in the amount of 3,117.12 and authorize the Chairman to sign the forms. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary presented a request from First Energy asking the Board of Supervisors to approve a Resolution to support Nuclear Energy in Pennsylvania. William Lawhead motion to approve Resolution #2017-10, Daniel Mitchell second. Motion carried.

The Secretary also asked permission to transfer funds in the amount of 1,344.93 from the Reserve Account to the General Fund to reimburse the account from the Police Donation Account for the balance on the Metro Alert expenses. William Lawhead motion to approve, Randy Powell second. Motion carried.

 

Supervisor’s Report:

Daniel Mitchell: No Report.

 

William Lawhead: No Report.

 

 

Randy Powell asked who is installing the new Score Board at the Recreational Park and if the Electrician is certified. The Secretary will check with the Rec Park Board on who the volunteers are and be sure the Electrician is certified.

 

William Lawhead motion to pay the list of bills in the amount of $137,847.17, Randy Powell second. Motion carried.

 

No other business to come before the Board.

Solicitor Naddeo asked the supervisors to approve a Resolution to send a letter to the Tax Claim directing the Hershel & Dorothy Brown property be put up for Private Sale. William Lawhead motion to approve, Randy Powell second. Motion carried.
