Chairman Randy Powell called the meeting to order.

 

Pledge of Allegiance to the Flag.

 

Roll call of supervisors showed Daniel Mitchell, William Lawhead and Randy Powell all present.

 

Present: Secretary Barbara Shaffner, Code Officer Debra Finkbeiner, Roadmaster Ronald Woodling, Police Chief Douglas Clark, Solicitor’s James Naddeo & Linda Lewis, Jeff Corcino, Wendy Brion, Gigi Gearhart.

 

Comments from the audience: Gigi Gearhart asked if the supervisors paid the funds towards the deficit for the Police Pension Plan yet and if they still intend on paying the extra funds beyond the required MMO. The Secretary explained that the township did receive the State Aid this week and those funds will be deposited into the Police Pension Plan and she will review the possibility of extra funds being deposited with the supervisors. Ms. Gearhart asked if that decision would be made by the next township meeting and the secretary responded that it would be. Supervisor Powell also let her know that they still do intend on putting funds into the Police Pension Plan and will review how much that will be able to use.

 

William Lawhead motion to approve the minutes of the September 19th, 2017 meeting as written, Daniel Mitchell second. Motion carried.

 

Police Report:The Stats for the month of September were submitted for the Supervisors review and Chief Clark reviewed some of the highlights of the report.

Chief Clark reported that he has organized a Coffee with The Chief on the first Wednesday of each month from 8:00 AM-9:00 AM at the Dutch Pantry so anyone from the public can feel free to come and talk with him.

 

Engineer’s Report: No Report.

 

Solicitor’s Report: Solicitor Naddeo asked for an Executive Session for Personnel issue.

 

Recreational Park Board; No Report.

 

Code Enforcement Officer: Request submitted to set a date for a Conditional Use Hearing on November 7th, 2017 @ 6:50 PM for Timbering. The tract of land is located in Hyde (Corner of Washington Avenue and Fullerton Street). William Lawhead motion to approve Hearing date, Randy Powell second. Motion carried.

Roadmasters Report:Roadmaster Woodling referenced the complaint from DEP and that the township could be paying very high fines if the Hyde SSO is opened. DEP will not extend the time period to complete the work needed. He asked the supervisors to reach out to the State Representatives and Federal Representatives so they will contact DEP and try to get the township some help. The residents are trying to get their problems fixed and the township along with Stiffler McGraw are also working on finding the problems so they can be fixed.

Roadmaster Woodling asked about the doors for the Police Station and where the doors are at. Supervisor Powell reported that some of the doors are at his house that he is donating or at Lezzer Lumber. Supervisor Powell needed to know the size of doors needed. Roadmaster Woodling will get it scheduled so he can pick up the doors.

The Roadmaster reported that the Leaf Schedule for 2017 has been set. October 16th, 2017 thru November 17th, 2017 with the areas zoned the same as before.

 

The Township received a Bridge Report for Flegal Road with minor issues that will need done in the future: Clean & Paint Steel-Seal Cracks in the approach roadway-Install Penndot approved guide rail systems at all corners.

 

Roadmaster Woodling asked about Deacon Road because it is his understanding that the township passed an Ordinance making the exit from Deacon Road onto High Level Road closed. Supervisor Lawhead explained that the Township did pass Ordinance #2009-05 closing that end of Deacon Road as an exit but the residents took out the barriers that the township installed and new ones were not put back up. It was discussed what to use to make it permanent so the barriers can’t be moved. The Roadmaster will look into it and get the issue taken care of.

 

The Roadmaster got quotes for a snow plow for the new truck:

Jewels Auto Corp                         6,100.15

Murrays                                         5,900.15

Tri-County Performance             5,507.50

William Lawhead motion to purchase Snow Plow from Tri-County Performance, Randy Powell second. Motion carried.

 

Supervisor Mitchell asked the Roadmaster where the contractor is with paving. The Roadmaster will contact New Enterprise and get a date from them.

 

Secretary/Treasurer’s Report:

The Secretary presented Pay Estimate #1 for Turnpike Avenue Project in the amount of 92,004.62 and asked the Supervisors to authorize payment and Chairman to sign and also that the payment is made from the Act13 Funds. Randy Powell motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary reported that the township received the Pension State Aid in the amount of 114,706.33. She prepared the check to the Police Pension Plan in that amount. Also the MMO for the Police Plan for 2017 is 181,847.00, therefore the township is obligated to pay the difference in the amount of 67,140.67. I ask for approval to pay the remaining MMO for the Police Plan from the General Fund. Randy Powell motion to approve, William Lawhead second. Motion carried.

The Secretary also reported that the township received funds from the Fire Relief in the amount of 37,334.82 and ask to pay those funds to Lawrence Township Fire Relief, William Lawhead motion to approve, Randy Powell second. Motion carried.

 

The Secretary reported that she received paperwork from Stiffler McGraw regarding the Hyde Roof Project. The Contractor is to start the project October 9th, 2017 with completion date of November 23, 2017. They have prepared a standard Form of Agreement between the owner and contractor and need authorization for the chairman to sign the forms. Daniel Mitchell motion to approve, William Lawhead second. Motion carried.

 

The Secretary also had a Quarterly Report for CDBG that was prepared and requires the chairman’s signature. William Lawhead motion to approve the CDBG Quarterly Report and authorize the chairman to sign, Daniel Mitchell second. Motion carried.

 

The Secretary asked permission to transfer funds from the Act 13 acct to the General Fund for the 3rd Quarter Part Time Police Expenses in the amount of 28,778.56. William Lawhead motion to approve, Daniel Mitchell second. Motion carried.

 

The Secretary received the calculations for the 2018 MMO’s and presented to the Board:

General Employees $29,595.00

Police Plan-$222,180.00 (Increase of 40,333.00)

 

The Secretary asked the Boards approval for the 2017 CDBG Application and indicate intended project the funds will be used for. 94,907.00 Street Improvements in the Kerr Area, 16,748.00 Program Admin total of 111,655.00. William Lawhead motion to approve the 2017 CDBG Application and intend the use for Good Street as stated, Randy Powell second. Motion carried.

 

Supervisor’s Report: Daniel Mitchell: No Report.

 

William Lawhead: No Report.

 

Supervisor Powell reported that he would like to set up a meeting with the Fire Departments. Chief Clark would like to have a coffee with the Chief type of meeting to get to know the members of the Fire Departments.

Supervisor Powell suggested purchasing 15 Minute Air Packs for the Police Department so the equipment is available in case of emergency like the fire in the past week when Office Walker went in to save a woman’s life.

Supervisor Powell also had a quote for cameras for the township building/garage area from The Phone Guys. It is an 8 camera system at the cost of 1,379.00. Supervisor Lawhead felt that the township has had very little issues with anyone stealing from outside the building, even though someone was seen taking salt last winter. He felt the township can just use a Trail Camera that would cover the back side of the building. It was left that for now we would go with a Trailer Camera.
