July 19th, 2011

Chairman William Lawhead called the meeting to order.

 Pledge of Allegiance to the Flag.

 Roll call of Supervisors present showed Glenn Johnston, Edward Brown and William Lawhead all present.

Present: Secretary Barbara Shaffner, Code/Zoning Officer Agatha Lauder-English, Solicitor Linda Lewis, Engineer Scott McEldowney, Nancy Yeager-Zoning Hearing Board Member.

Public: List attached.

 Comments from the Audience:Dominick Cordiano from Willow Drive was present to ask the supervisors what they are going to do about Orrs Run. He feels this has been an issue and the township caused the problem. Supervisor Lawhead said that the reason the township is not doing anything is because the Trailer Park is in violation with DEP and they did not put in the correct size of pipe. He does not feel the township should have to use tax dollars to correct the problem. Supervisor Lawhead did agree to clean the ditch 50’ below the pipe.

 Tony Gaeta from the Mt Joy area wanted to know where they stand with having the drainage problem corrected in his area. Supervisor Lawhead feels the problem is a natural storm water drainage issue but will have the township engineer look at it and get his recommendation.

 Ted Rowles Sr. asked about the Gas Well companies and if they will be doing more drilling in the township. Supervisor Lawhead let him know that there were several individuals present at the meeting from various Gas Wells and he could talk with them to get more information.

 Edward Brown motion to approve the minutes of the July 5th, 2011 meeting as written, Glenn Johnston second. Motion carried.

 Engineer’s Report: Scott McEldowney had the General Permit for 104th Calvary Road and gave it to the supervisors for signatures.

Mr. McEldowney updated the supervisors on the status of the Sanitary Sewer Project with Maxwell Trucking and let them know that Maxwell should be finishing up this week. Supervisor Johnston asked about the correction for the paving in the Plymptonville area and also Susquehanna Terrace. Mr. McEldowney will check with the inspector to find out if those items were taken care of.

 Recreational Park Board: None.

 Code Enforcement Officer:Agatha let the supervisors know that there are two Conditional Use request that went before the Planning Commission and were approved and sent to the supervisors. She asked the supervisors to schedule Conditional Use Hearings and the date was set for August 16th, 2011 @ 6:45 P. M.

Chief Oil and Gas, Borst Well Pad on Flood Road

 The Code Officer presented a Minor Subdivision from the Clearfield County Commissioners located on Leonard Street. Edward Brown motion to approve subdivision, Glenn Johnston second. Motion carried.

 The Code Officer presented a Land Development for the Clearfield Foundation, Industrial Park Road for Integrated Water Technologies. The Land Development was sent to the township Engineer for review and comments were given to the supervisors for review, the Planning Commission also approved it. Karla Coudriet for Integrated Water Technologies addressed the comments from Stiffler McGraw and let the supervisors know that most of the comments have been taken care of. Glenn Johnston motion for conditional approval for Land Development for Integrated Water Technologies based on the items from the July 14th, 2011 letter from the Engineer being met, Edward Brown second. Motion carried.

The Code Officer presented a Land Development in the Industrial Park for HRI for an Asphalt Plant. The Plans were sent to the township Engineer for review but have not received a letter back from him yet. Edward Brown motion to table the decision until the supervisors receive a letter from the engineer, Glenn Johnston second.

 The Code Officer let the supervisors know that she is still interested in attending BCO Training to be held October 31st through November 4th, 2011.

 Secretary/Treasurer’s Report: A copy of the Treasurer’s Report for June was given to the supervisors for review.

The Secretary let the supervisors know that one of the members on the Clfd/Lawrence Township Joint Airport Authority passed away and asked if they wanted to advertise the position. Edward Brown motion to advertise the open position, Glenn Johnston second. Motion carried.

 The Secretary let the supervisors know that the township received a letter from the Clearfield County Conservation District letting them know that there will be a Public Meeting at the Curwensville Civic Center on July 27th, 2011 @ 6:30 P.M. The purpose of the meeting is to gather public input for future development at Curwensville Lake. Everyone is invited and they hope to hear from a large cross-section of folks so that the Master Site Plan is an accurate portrayal of what the community values at the Lake.

The Secretary opened the Bids for Hillsdale Street Paving & Drainage Improvements:

Glenn O. Hawbaker, Inc.                                     $394,575.15

Glenn Johnston motion to award bid to New Enterprise Stone & Lime in the amount of $286,841.95 subject to review from Solicitor and township Engineer, Edward Brown second. Motion carried.

 Secretary opened the bids for Sanitary Sewer Improvements-Phase 2A

Continental Construction, Inc.                                        $144,961.00

Dave Roman Excavating                                                   154,020.00

R.H. Bailey, LLC                                                              199,480.00

Edward Brown motion to approve bid from Continental Construction upon approval from the township Solicitor and township Engineer, Glenn Johnston second. Motion carried.

 The Secretary prepared documents for the township to apply to the Clearfield County Conservation District for the Dirt & Gravel Road Grant Funds with the total amount of the project being $17,363.50 and the grant funds requested being $16,250.00.William Lawhead motion to apply to the Clearfield County Conservation District for the Dirt & Gravel Road Grant, Edward Brown second. Motion carried.

 Glenn Johnston motion to pay the list of bills in the amount of $93,556.50, Edward Brown second. Motion carried.

No other business to come before the Board.
