Chairman William Lawhead called meeting to order.

Pledge of Allegiance to the Flag.

Roll Call of Supervisors present: Glenn Johnston, Edward Brown and William Lawhead all present.

Present; Secretary Barbara Shaffner, Code Officer Zachary Lawhead, Police Chief Jeff Fink, Solicitor James Naddeo & Linda Lewis.

Public: Kim Finnigan-The Courier Express, Amanda Thompson-WOKW, Jeff Corcino-The Progress, Elizabeth Kephart, Chris Dutrow and Sara Pifer-Stiffler McGraw.

Comments from the audience: Elizabeth Kephart from the Little Clearfield Creek Road area was present to complain about a neighbor that burns garbage all the time and she can no longer take the smell of what they are burning. She is not able to have windows open or hang out cloths because of the smell and how often they are burning. She explained to the supervisors what they have been burning and how inconsiderate they are and will not move the burn barrel. The supervisors went over the issue and discussed it with the solicitor but felt there is nothing in the code or an Ordinance to stop them from burning. The supervisors instructed the Code Officer to look into the code and see if anything can be done.

Edward Brown motion to approve the minutes of the last meeting as written, Glenn Johnston second. Motion approved.

Engineer’s Report: Chris Dutrow let the supervisors know that he had Pay Estimate #6 in the amount of $202,923.29 for Maxwell Trucking for the work on the Sanitary Sewer Project. The supervisors went over the issue of the contractor being behind schedule and the very poor work being done. Only 54.1% of the work is complete while 65.6% of the contract time has expired. All of the supervisors versed their displeasure with the contractor and the poor restoration to the properties and that it is totally unacceptable. Glenn Johnston motion to have the Engineer prepare additional cost retainage before the township pay any more pay estimates to the contractor, Edward Brown second. Motion approved.

The Engineer let the supervisors know that he already had additional retainage figured into the pay estimate and went over the figures with the supervisors.

Glenn Johnston motion to hold 10% of the pay estimate/$138,045.70 plus an additional $66,108.00 for the restoration, Edward Brown second. Motion approved.

Because of the Clearfield County Fair coming up the end of July Supervisor Johnston asked the Engineer to contact Maxwell Trucking and make them aware and have areas around and near the Fair Grounds be taken care.

Chris Dutrow introduced Sara Pifer from Stiffler McGraw to everyone present.

Police Report: None.

Solicitor’s Report: Mr. Naddeo went over a possible issue of use of cellular phones while operating township vehicles and wanted to know if the supervisors wanted to consider adopting regulations as to use of cellular phones. Edward Brown motion for Solicitor to draw up a Resolution with wording and recommendation for a policy, Glenn Johnston second. Motion approved.

Mr. Naddeo asked the supervisors to go to Executive Session before the end of the meeting.

Code Enforcement Officer: No Report.

Secretary/Treasure: No Report.

Supervisors Report:

Edward Brown: None.

Glenn Johnston motion to increase wages for Brian Rumsky from 75% ($12.00 hr)of Roadcrew wages to 100% ($16.00 hr). motion died with lack of second.

The Supervisors discussed the issue further.

William Lawhead motion to increase Brian Rumsky to $14.00 hr being 87.5% of Roadcrew wages effective immediately, and will revisit wages in 3 months, Glenn Johnston second. Motion approved.

Supervisor Johnston asked the other supervisors to consider installing central air conditioning and heat pump in the township office. They discussed the issue and how it would affect the present budget. Supervisor Johnston is to get prices and Supervisor Lawhead and the Secretary are to check on possible grants that may be available.

Supervisor Lawhead asked the Secretary to open the bids for 100 Ton (more or less) 485 Stockpile Patching Material.

Edward Brown motion to accept bid from HRI, Inc. in the amount of $69.80 Ton, William Lawhead second. Glenn Johnston voting no. Motion approved.

Glenn Johnston motion to pay the Bills in the amount of $35,973.59, William Lawhead second. Motion approved.

William Lawhead motion to adjourn to Executive Session to discuss the Police Contract, Edward Brown second.

William Lawhead motion to return from Executive Session, Edward Brown second.

No other business to come before the Board.

Glenn Johnston motion to adjourn meeting, Edward Brown second.

Meeting adjourned.
