Chairman William Lawhead called meeting to order.

Pledge of Allegiance to the Flag.

Roll Call of Supervisors present: Glenn Johnston, Edward Brown and William Lawhead.

Present: Zoning Officer Zachary Lawhead, Police Chief Jeff Fink, Solicitor James Naddeo & Linda Lewis, Police Officers Mark Brooks and Crystal Panebianco.

Public: Tom Stojek-Clearfield Foundation, Kim Finnigan-The Courier Express, Carolyn Merling, Carol Ferranti, Steve McLaughlin & Sister (refused to sign in-have no name)

Comments from the Audience: Carol Ferranti asked the supervisors if she could hire someone or if the township would pay someone to resurvey her property because Maxwell Trucking took out her survey pins when they did the sewer project. Supervisor Johnston asked her if she let the inspector for the sewer project know that the pins were not replaced. Ms Ferranti let him know that she did and also filed a written complaint after it happened and she had already let them know that the pins were there before they started. Supervisor Lawhead let her know that the complaint has been filed with the township Engineer and will have to be taken care of. Ms. Ferranti also asked about the issue with her neighbor, Peggy Amon, putting storm water out onto the township road and wants her to be fined. Supervisor Lawhead let her know that the issue will be taken care of if it happens again.

Steve McLaughlin, a resident in the Baneyville Road area complained about the Dirt & Gravel Road Project and since the project was done the water is running onto his property because the road is higher then his property. He felt the pitch of the road was changed and causing the storm water to run onto his property. Supervisor Johnston asked Mr. McLaughlin to meet with the him and Roadmaster Lawhead at his property and go over the issue.

Carol Merling was present to let the supervisors know about a Public Meeting that is being held in Dubois pertaining to Marcellus Shale and went over the issue with the supervisors and left pamphlets for the supervisors to review.

Glenn Johnston motion to approve the minutes of the July 6th, 2010 meeting was written, William Lawhead second. Motion approved.

Police Report: Chief Fink gave a copy of the Stats for June to the Supervisors for review.

Chief Fink let the supervisors know that the Police Department had received a grant from Walmart and used the funds to purchase new office chairs and a sign is being made for outside the Department.

Chief Fink also let the supervisors know that the COPS Grant that was applied for last year and not funded is now being looked at again and required updated information. This grant would give the Police Department an Officer for three years with wages and benefit expenses paid by the grant and the township would have to keep the officer for the fourth year and pay all expenses. William Lawhead motion to ratify the resubmission of the grant application to the Department of Justice that the Police Department has resubmitted, Glenn Johnston second. Motion approved

Solicitor’s Report: Mr. Naddeo asked the supervisors if they wanted to act on the petition from Clearfield County Commissioners asking to change the Zoning of their property off of Leonard Street known as the Corn Field from Res/Suburban to I-L and the Clearfield County Jail Property from RA to I-L The Code Officer let him know that the County Planning Commission reviewed the change with no comment and the Lawrence Township Planning Commission reviewed it and agree with the change. It is now back to the supervisors to complete the required process. Edward Brown motion to proceed with the process for the changes, Glenn Johnston second. Motion approved.

Mr. Naddeo had a Resolution that PSATS had presented to all Municipalities in the state opposing a law that the Government is looking into passing to merge all government entities countywide. Edward Brown motion to approve Resolution #2010-06 opposing merging of government entities county wide, William Lawhead second. Glenn Johnston opposed. Motion approved.

Pertaining to the proposed change in the Flood Plain, Mr. Naddeo prepared the Ordinance and it has been reviewed and approved but not available for adoption until after FEMA releases their letter of final determination to Clearfield County Municipalities, which is not anticipated until September.

Code Enforcement Officer: Zachary Lawhead had two Subdivisions approved by the Planning Commission for the Supervisors to consider approving.

Baney Settlement Subdivision for Bill Daisher. 6.42 acres, 0.21 acres to be a lot addition conveyed from Bill Daisher to Mickey Moore. Glenn Johnston motion to approve, Edward Brown second. Motion approved.

HRI Subdivision, this is a three lot subdivision at Industrial Park Road behind Lowe’s & Walmart. HRI plans to build a state of the art asphalt emulsion plant in addition to their site at Woodland. Edward Brown motion to approve the HRI Subdivision, William Lawhead second. Motion approved.

Secretary/Treasurer’s Report: Secretary was absent but the Treasurer’s Report was submitted for review.

Supervisor’s Report:

Edward Brown: None

Glenn Johnston: None.

William Lawhead let the other supervisors know that the township received the paperwork for another Dirt & Gravel Road Project and asked if they wanted to apply.

Information was given to the supervisors about the Energy Grant and the township needed to endorse the award of the project to Corbet Construction in the amount of $329,700.00 for Decatur Township to approve. Glenn Johnston motion to endorse the award, Edward Brown second. Motion approved.

The township received letters from Walter Hopkins & Co for the 2009 Audit and the Audit is available for review.

Supervisor Lawhead went over the Smoke Testing that was done in the township and went over the areas where there were problems with possible storm water going into the sanitary sewer system.

The township received the 2nd Quarter Reports from County National Bank for the Pension Plans and are available for the supervisors to review.

Supervisor Lawhead let the others know that the Secretary looked into grants that may be available for a possible Heat Pump, Central Air, etc. First Energy does have some grants available to apply for but would need to do an Energy Audit first, which can be done with help of the cost through a grant. Information was given to all supervisors for review.

Request from Clearfield Borough for a project for Stinky Run for a letter of support to approve a Box Culvert instead of an open ditch to Woodland Road. Supervisor Lawhead will get with the secretary and draft a letter to send out.

The County Association received a letter from PSATS about a news release asking if there is any Youth groups such as scouts, school groups and civic service clubs in the area to be recognized for a contest they are having. There is a sample news release available if any of the media would like a copy.

Supervisor Lawhead let the other supervisors know that the Animal Control Trucks engine needs replaced and they found a used engine at approximately $700.00 to $800.00. This expense is split between the township and Clearfield Borough.

Edward Brown motion to approve purchasing used Engine, Glenn Johnston second. Motion approved.

Supervisor Lawhead also let them know that the Case Backhoe needed the Air Conditioner Condenser replaced at approximately $800.00 to $900.00.

Supervisor Lawhead let the others know that the township received a letter from the Fish & Boat Commission and the grant application that was applied for, for the Boat Launch, was not approved. The township received funding from DCNR in 2007 but has not been approved from the Fish & Boat Commission for the matching funds in the last three rounds of funding. The township can either not apply again and give DCNR back the funds set aside or apply for an extension through DCNR and apply to Fish & Boat Commission again.

William Lawhead motion to pay the Bills in the amount of $268,517.66, Edward Brown second. Motion approved.

No other business to come before the Board.
