Chairman William Lawhead called the meeting to order.

Pledge of Allegiance to the Flag.

Roll Call of Supervisors present: Edward Brown, Glenn Johnston, William Lawhead.

Present: Secretary Barbara Shaffner, Code Officer Zachary Lawhead, Police Chief Jeff Fink, Solicitor James Naddeo & Linda Lewis.

Public: Julie Richard-The Courier Express, Jeff Corcino-The Progress, Carolyn Merling-WOKW, Joe Marsh.

Comments from the Audience: Joe Marsh from the Dorey Street Ext. area asked when the township was going to come out and finish the berm work and pot holes on his street. Supervisors Lawhead let him know that he would go out and look at the issue the next day. He also complained about a neighbor burning garbage and shingles. The Code Officer took the information and will look into the issue.

Glenn Johnston motion to approve the minutes of the last meeting as written, Edward Brown second. Motion approved.

Engineer’s Report: None.

Police Report: The Chief asked the supervisors to go to Executive Session at the end of the meeting for a personnel issue.

Solicitor’s Report: Mr. Naddeo prepared a Resolution for the supervisors to approve regarding the HRA Checking account and how many signatures are required. Edward Brown motion to approve Resolution #2010-09 authorizing all three township supervisors and the Secretary/Treasure to have signing privileges on the HRA account but with only one signature being required on any transaction, Glenn Johnston second. Motion approved.

Code Enforcement Officer: Zachary Lawhead went over the Fletcher Subdivision approved by the Planning Commission on August 10th, 2010 and passed to the supervisors for approval. William Lawhead motion to approve the Fletcher Subdivision, Glenn Johnston second. Motion approved.

Secretary/Treasurer’s Report: Treasurer’s Report for July submitted for review.

The Secretary let the supervisors know that the township received a request from Curwensville Borough asking to join in a partnership with the township for the use of our UCC Appeals Board. Glenn Johnston motion to approve a joint board with Curwensville Borough upon Clearfield Borough also approving request, Edward Brown second. Motion approved.

At the previous meeting it was decided to return the Grant funds to DCNR for the Boat Launch since the township was not approved by the Fish & Boat Commission for the matching funds. Kim McCullough from DCNR came to the township building and went over the grant and tried to help the township find a way to use the funds and continue with the project. The supervisors discussed the issue and Supervisor Johnston let the other supervisors know that he would pledge $5,000.00 towards equipment and man hours to clear the property and that could be used towards in-kind service. Supervisor Brown felt that it is a worthwhile project but also feels it would be a liability for the township in the future. It was decided to leave as decided at the previous meeting and return the funds to DCNR.

The Secretary asked the supervisors if they went over the information that she gave them regarding the energy audit grant and work that could be done at the Hyde Building to replace lights. William Lawhead motion to approve having an energy audit done by Jewell Electric from Dubois at the Hyde Building and apply for the Energy Audit reimbursement from Penelec, Glenn Johnston second. Motion approved.

Boyles Insurance Company gave the township a quote on what it would cost to put the Traffic Lights throughout the township and Street Lights on the Clearfield By-Pass & Park Avenue on the Insurance. The cost would be approximately $795.00 for the year. William Lawhead motion to approve adding the traffic lights and streetlights to the Insurance, Edward Brown second. Motion approved.

The Secretary let the supervisors know that she put the question on PSATS discussion group regarding if any other townships had implemented the Local Ordinance Traffic Control but she did not get any response back. The supervisors were not yet ready to make a decision and instructed the secretary to put a question on the townships website to residents if they would want this Ordinance implemented.

The Secretary let the public know that the Clearfield County Solid Waste would be sponsoring a one day collection for recycling of Electronics on September 11th, 2010 from 9:00 AM-2:00 PM at the CCSWA’s automotive & appliance recycling site located at the County Jail off US RT 322. Small fee of $5.00 per item with exception of televisions over 19” which will be 10.00 each.

Supervisors Report:

Edward Brown: No Report.

Glenn Johnston: No Report.

William Lawhead let the other supervisors know that he received a request from Knox Township for use or lease of the township’s bucket truck to trim trees. William Lawhead motion to approve request to loan Knox Township our Bucket Truck, Edward Brown second. Motion approved.

Supervisor Lawhead asked for quotes for 600’ Storm Pipe and the lowest quote was from Catalone Pipe at $5.00 lf. All supervisors agreed to purchase the pipe from Catalone Pipe.

Supervisor Lawhead thanked Nancy Yeager for her donation and hard work to continue with more donations to purchase trees to be planted at the townships Recreational Park.

Glenn Johnston motion to pay the list of bills in the amount of $90,177.68, Edward Brown second. Motion approved.

William Lawhead motion to adjourn to Executive Session to discuss a personnel issue for the Police Department, Glenn Johnston second.

No other business to come before the Board.
