Chairman William Lawhead called the meeting to order.

Pledge of Allegiance to the Flag.

Roll Call of Supervisors present: Glenn Johnston, Edward Brown & William Lawhead all present.

Present: Secretary Barbara Shaffner, Code Officer Zachary Lawhead, and Solicitor’s James Naddeo & Linda Lewis.

Public: Kim Finnigan-The Courier Express, Jeff Corcino-The Progress, Anthony Gaeta & Don Schnars.

Comments from the audience: Mr. Gaeta from Laurel Lane in the Lenhart Development was present to complain about a storm water problem that has been an issue for many years and felt that the supervisors have never corrected the problem for the residents. After a lengthy discussion Supervisor Johnston asked Mr. Gaeta to meet with him on Wednesday morning and he would look at the problem to see if he felt anything could be done.

Edward Brown motion to approve the minutes of the November 3rd, 2010 meeting as written, Glenn Johnston second. Motion carried.

Engineer’s Report: None.

Police Report: None.

Solicitor’s Report: Mr. Naddeo let the supervisors know that he sent out the letter to Carl Bailey at the Teamsters Union as the supervisors requested.

Mr. Naddeo asked the supervisors if they decided on the amount for the TAN Loan for 2011 so he could get out the letters to the banks. The supervisors let him know that it remain at $400,000.00.

Code Enforcement Officer: Zachary Lawhead presented a subdivision to the supervisors for a lot addition for Sam Lansberry, Cress-wood Company. They need more acreage for the Hunter-Peterbilt sales and service building, the plans are to increase the northwest line 100 feet giving them an additional .993 areas for a total of 3.953 acres. Edward Brown motion to approve the Lansberry Subdivision as presented, Glenn Johnston second. Motion carried.

Lawrence Township Board of Supervisors

The Code Officer presented a LERTA request submitted by Cress-Wood Company for new construction of a steel building to house Hunter-Peterbilt parts & sales and equipment repair & leasing facility at a cost of approximately $1,289,664.00. This is in the LERTA area of the township.  Edward Brown motion to approve and grant the LERTA request, Glenn Johnston second. Motion carried.

Secretary/Treasurer Report: Barbara Shaffner submitted a copy of the Treasurer’s Report for October to the supervisors for review.

The Secretary let the supervisors know that she made the changes to the budget as they requested and added the Police MMO to their budget and asked if they were ready to approve the 2011 Tentative Budget with no Tax increase. William Lawhead motion to approve the 2011 Tentative Budget, Glenn Johnston second. Motion carried.

The Secretary let the supervisors know that there are two terms expiring in December on the Lawrence Township Planning Commission and one on the Clearfield Municipal Authority and asked if they wanted the openings advertised. William Lawhead motion to advertise the positions, Glenn Johnston second. Motion carried.

Supervisors Report:

Edward Brown asked to go to Executive Session at the end of the meeting to discuss personnel issues.

Glenn Johnston : No Report.

William Lawhead: No Report.

Glenn Johnston motion to pay the list of bills in the amount of $84,407.43, Edward Brown second. Motion carried.

Edward Brown motion to adjourn to Executive Session, Glenn Johnston second.

7:36 P.M.

William Lawhead motion to return from Executive Session, Edward Brown second.

8:15 P.M.

No other business to come before the Board.

Glenn Johnston motion to adjourn, Edward Brown second.
