Chairman William Lawhead called the meeting to order.

Pledge of Allegiance to the Flag.

Roll call of supervisors present showed Glenn Johnston, Edward Brown and William Lawhead all present.

Present: Secretary Barbara Shaffner, Code/Zoning Officer Agatha Lauder-English, Solicitors James Naddeo & Linda Lewis.

Public: Amanda Thompson-WOKW, Jeff Corcino- The Progress, Aaron Evans-Gant Daily, Julie Richard-Courier Express, Timothy Przybylowski-Century Engineering.

Edward Brown motion to approve the minutes of the November 1st, 2011 meeting as written, Glenn Johnston second. Motion carried.

Engineer’s Report: None.

Police Report: None.

Recreational Park Board: None.

Code Enforcement Officer: Agatha had three Conditional Uses that needed to be scheduled for a Public Hearing.

EOG Resources-Gas Well in the Moshannon State Forest

Progressive Publishing Co for Timbering in an R/A area.

Waroquier Coal to mine on the Bishop Property on Martin Street Extension.

The date was set for December 6th, 2011 at 6:30 P.M.

There were two Land Developments that were approved by the Planning Commission and sent to the supervisors for approval.

Hydro Recovery, to be located on Airport Road, still has issues that need to be met before approval. Tabled to the next meeting.

Penndot building to be located on Bud George Blvd and is still being reviewed by the township engineer. They are requesting a waiver on the curb radius. William Lawhead motion to grant waiver, Edward Brown second. Glenn Johnston abstained.

The Code Officer let the supervisors know that Hydro Recovery & Penndot requested an exemption from sewage planning and asked the supervisors for approval and signatures.  Edward Brown motion to approve signature for Exemption, Glenn Johnston second. Motion carried.

Edward Brown motion to approve Land Development for Penndot with condition of Engineer’s comments being met, Glenn Johnston second. Motion carried.

William Lawhead motion for all complaints coming into the Code Officer must be signed by the complainant before action can be taken, Glenn Johnston second. Motion carried.

Agatha explained the information that was given to the supervisors at the previous meeting pertaining to the General Code eCode360. It would cost $1,195.00 for the first year plus the maintenance fee of $1,195.00 for the Premium and $995.00 plus maintenance for the Standard eCode360. She was also told that there would be a set up  fee of $300.00 but since the township was given a quote before the fee was established they would not have to pay the fee. Edward Brown motion to approve an agreement with General Code for the Standard eCode360 @ $995.00, Glenn Johnston second. Motion carried.

Agatha let the supervisors know that she did pass her BCO Test.

Solicitor’s Report: Mr. Naddeo reminded the supervisors that they have a negotiation session with the Non-Uniformed employees on December 7th, 2011 at 2:00 PM at his office.

Mr. Naddeo prepared the Resolution to set the fee for a UCC Appeal at $100.00. Glenn Johnston motion to approve Resolution #2011-08  setting a UCC Appeal at $100.00 William Lawhead second. Motion carried.

It was also brought to the solicitor’s attention that the township should also have a fee for a Property Maintenance Appeal and the solicitor was directed to prepare a Resolution to also set that amount at $100.00.

William Lawhead motion to authorize the Solicitor to send out letters to financial institutions for the 2012 TAN Note in the amount of $400,000.00, Glenn Johnston second. Motion carried.

Secretary/Treasurer’s Report: The Treasurer gave the supervisors a copy of the Treasurer’s Report for their review.

The Secretary congratulated Agatha on passing her BCO exam and let her know how proud of her she was for passing the test on her first exam.

The 2012 Tentative Budget was ready to be approved but the secretary let the supervisors know that she did make a change to the Liquid Fuel Budget that was prepared at their budget meeting. The first amount that was given to the township in the amount of $275,349.00 was changed to $275,573.59 and this is because the amount if based on the new 2010 census and the first amount was based on the 2000 census. A portion of the payment is based on the state’s motor license fund taxes and changes in consumption or wholesale price could affect the final payment amount.

William Lawhead motion to approve the 2012 tentative budget, Glenn Johnston second. Motion carried.

The Secretary let the supervisors know that the township still had not received any letters of interest from township residents for the open position as the alternate on the Zoning Hearing Board. William Lawhead motion to advertise again, Glenn Johnston second. Motion carried.

The Secretary opened the quotes for the CDBG Engineering Services. Copies were distributed to the supervisors. Edward Brown motion to table for review, William Lawhead second. Motion carried.

Supervisor’s Report:

Edward Brown: None.

Glenn Johnston: None.

William Lawhead reminded the public that they are not allowed to leave plastic bags or cardboard boxes at the townships compost site.

Glenn Johnston motion to pay the list of bills in the amount of $81,353.44, William Lawhead second. Motion carried.

William Lawhead motion to approve the sewer exoneration for Penndot and Hydro Recovery, Glenn Johnston second. Motion carried.

William Lawhead motion to adjourn to Executive Session to discuss a personnel issue with no action to be taken , Glenn Johnston second.

7:26 P.M.

William Lawhead motion to return from Executive Session, Edward Brown second.

7:43 P.M.

No other business to come before the Board.

Edward Brown motion to adjourn, William Lawhead second.
