Chairman William Lawhead called the meeting to order.

Pledge of Allegiance to the Flag.

Roll call of supervisors showed Glenn Johnston, Edward Brown and William Lawhead all present.

Present: Secretary Barbara Shaffner, Code Officer Agatha Lauder-English, Solicitor’s James Naddeo and Linda Lewis.

Public: Steve McDole-Gant Daily, Jeff Corcino-The Progress, Kim Finnigan-Courier Express, Amanda Thompson-WOKW, Donald Klinger-Brownlee Lumber.

Comments from the audience: None.

Edward Brown motion to approve the minutes of the November 15th, 2011 meeting as written, Glenn Johnston second. Motion carried.

Engineer’s Report: None.

Police Report: None.

Solicitor’s Report: Mr. Naddeo had the letters from local Banks for the 2012 TAN Loan.

Northwest Savings Bank                 1.68%

First Commonwealth                       1.90%  plus $400.00 Fee

Clearfield Bank & Trust                  1.97%

CNB                                                 1.74% plus $100.00 Fee

Edward Brown motion to accept TAN Loan in the amount of $400,000.00 from Northwest Savings Bank, Glenn Johnston second. Motion carried.

The Solicitor reminded the supervisors that there is a negotiation meeting with the union for the Roadcrew Contract at this office on December 7th, 2011 @ 2:00 P.M.

He also reminded them that he would be meeting with the Arbitrator for the Police Contract on December 14th, 2011 @ 10:00 AM.

Recreational Park Board: None.

Code Enforcement Officer: The Code Officer asked the supervisors if they were ready to make their decisions for the three Conditional Uses that were brought to the board at the Public Hearing.

William Lawhead motion to approve the Conditional Use for Waroquier Coal Company located at the southern side of Williams Road, T-521, west of Clearfield Borough located in an R-A District, Edward Brown second. Motion carried.

Edward Brown motion to approve the Conditional Use for Brownlee Lumber Co. for a Conditional Use for Timbering located east of SR879 off Spruce Street on the Progressive Publishing property in an R-A District, William Lawhead second. Motion carried.

Glenn Johnston motion to approve the Conditional Use for EOG Resources for a Conditional Use for a Gas Well Pad located in the Moshannon State Forest in an R-A District, Edward Brown second. Motion carried.

The Code Officer had a Land Development for Hydro Recovery that had comments from the Townships Engineer and also Clearfield Conservation District and asked the supervisors if they wanted to approve the Land Development. Edward Brown motion to approve upon Hydro Recovery meeting the township engineer’s comments and having the NPDS Permit approved, Glenn Johnston second. Motion carried.

The Code Officer let the Supervisors and Solicitor know that Ordinance #2011-04 (Lawrence Township Municipal Solid Waste Storage and Disposal Ordinance) has some wording wrong and needed corrections made.  The Solicitor is to look it over and get the corrections made. She also let the supervisors know that as part of the Ordinance if someone violates it and they don’t agree with the Code Enforcement Officers decision they have a right to appeal to the Board of Supervisors. She asked if they wanted to set a fee for the appeal to cover the cost of the hearing and advertising for the hearing. Edward Brown motion to set fee at $350.00, William Lawhead second. Motion carried.

Secretary/Treasurer’s Report: The Secretary asked the supervisors if they had time to review the quotes received at the previous meeting for CDBG Engineering Services. William Lawhead motion to retain Stiffler McGraw as Engineer for the townships CDBG Programs, Edward Brown second. Motion carried.

The Secretary let the supervisors know that the township still did not receive any letters of interest from township residents for the open position as the alternate on the Zoning Hearing Board.

The Secretary was given a Price Quote from the Police Chief for a new Police Cruiser from Cherry Hill Winner Ford at $34,824.00 under the Piggyback Program and copies were given to the supervisors for review. The decision was made to wait until the present car gets closer in mileage to the 150,000 limits.

Supervisor’s Report:

Edward Brown: None.

Glenn Johnston reminded the other supervisors that at a meeting held in the Spring between the Township, Clearfield Borough and Curwensville Borough to discuss Police Regionlization it was decided to have all three Police Chiefs work together to gather information and look at their call logs and analysis how they do their reports and report back to the boards and councils. Supervisor Johnston asked where these reports are and asked that letters be sent to the Police Chief and both Boroughs and directed the Secretary to send out these letters.

Supervisor Johnston had reviewed the Police Departments payroll and asked the other supervisors if he was correct in that they had directed the Police Chief that there is to be no overtime and if they needed a shift covered they were to contact the State Police. Supervisor Johnston had noticed that in particular there was an Officer that had worked an 8-hour overtime shift to cover a shift because of an Officer that was off sick.

William Lawhead: None.

Glenn Johnston motion to approve paying the bills in the amount of $25,629.95, Edward Brown second. Motion carried.

No other business to come before the Board, Edward Brown motion to adjourn, William Lawhead second.
